- Dining Facility 8A Competitive for Contractors of Region 8 Best Value, One Phase Design-Build Construction Request for Proposal (RFP). On or about 27 September 2007, this office will issue Request for Proposals for a 8A Competitive Contract for Region 8 for Dining Facility located at Fort Carson, CO. Proposals will be received on or about 27 November 2007. This solicitation is restricted to 8A contractors of Region 8 area only. 236220 NAICS Commercial/Institutional Bldg. Construction, Small Business Size Standard is $31 Million Dollars. A site visit will be conducted after issuance of the Request for Proposal (RFP). The work will include the following: (Any quantities are approximations) This contract will require design and construction of a new Large Dining Facility with maximum gross area of 26,500 SF (Dining area seating for 624 persons) and supporting facilities. The facility will be constructed within a clearly defined area of land (or footprint). Disciplines such as Architectural, Interior Design, Structural, Civil, Environmental, Electrical and Mechanical will be required for design. Innovative construction techniques and facilities that allow fast track execution of the projec t will be necessary to meet Department of Army requirements for facility completion. Supporting facilities include site work and all required support utilities, security and area lighting, information systems, fire protection and alarm systems, storm d rainage, landscaping, site improvements, paving, walks, curbs, gutters, exterior signage, and parking. Design and construction to Sustainable LEED standards and Anti-Terrorism and Force Protection (AT/FP) requirements is included for all facilities per De partment of Army (DA) guidance. Interior design services include building related interior design and furniture design for the Dining Facility. Procurement of and installation of furniture is not under this contract. Proposal Evaluation: This requirement is being set up as a single phase, design/build RFP. Although it is a single phase, the contractors will be evaluated for Best-Value by considering the technical merits of their concept, as well as the price proposed for the project. In o rder to effectively and equitably evaluate all proposals, the Contracting Officer must receive information sufficiently detailed to clearly indicate the proposal requirements. There will be no public opening. Pre proposal meetings will be conducted after i ssuance of the Request for Proposal (RFP). The estimated design and construction cost of this project is between $10 and $12 Million. This office will no longer send copies via paper or CDS of amendments and solicitations to interested parties. Solicitation documents will be posted on Federal Technical Data Solutions or FedTeDS. FedTeDS is a web-based dissemination tool designed to safe guard acquisition-related information. When solicitation documents have been issued and posted to FedTeDs, synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS in note 2 below.
