Description
Description: The United States Department of Energy, National Nuclear Security Administration (NNSA), Office of Business Services is contemplating negotiating a sole source contract with SIMPLYDIGI.COM, INC., 9513 Peralta NE, Albuquerque, NM 87109-6359, a small business, under the authority of 41 U.S.C. 253( c)(1), and pursuant to FAR 6.302-1. The Office of Business Services anticipates that this effort will be available only from the original source and No Other Supplies or Services Will Satisfy Agency Requirements. This is predicated upon substantial duplication of cost to the Government, which is not expected to be recovered through competition. The NNSA Service Center requires the use of the SimplyDigi.comcom Learning Management SystemSystem to comply with Federal rules, laws, and regulations, to ensure a well-trained NNSA workforce, and to minimize training cost of NNSA Service Center personnel. The SimplyDigi.com Learning Management System is proprietary and owned by SimplyDigi.Com, as it was developed by the company. Therefore SimplyDigi.com is the sole provider of software upgrades, licensing, and support for the SimplyDigi.com Learning Management System. The applicable NAICS code for the proposed acquisition is 611420, with a size standard of $6.5M. The estimated value of this acquisition is $25,000-$50,000. Interested parties must provide evidence of their capability by Sept 29, 2007, 2:00 P.M. (MST), to Ms Alicia Williams, Contract Specialist, NNSA, DOE, Office of Business Services, P.O. Box 5400, Albuquerque, NM 87185; or by E-Mail at awilliams2@doeal.gov. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
