- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This notice constitutes a combined synopsis/solicitation, and a separate written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The reference solicitation number is NHLBI - PB-HG-2007-259-KLW The National Heart, Lung, and Blood Institute on behalf of the National Human Genome Research Institute (NHGRI) propose to procure service from a consultant for management consulting services for a period of six months beginning September 2007 through February 2008. This acquisition is in accordance with the simplified acquisition procedure authorized in FAR Part 13, and as a result, a purchase order will include all applicable provisions and clauses in effect through the Federal Acquisitions Circular 05-18. The total contracted dollar amount, including options will not exceed $5 Million. This acquisition is set-aside for Small businesses. The North American Industry Classification System Code (NAICS) code is 541611 and the business size standard is $6.5 Million dollars. The contractor must conduct the following task/duties: ? The contractor must work with senior staff during the renovation of a newly leased office space in need of extensive renovations. The alterations are to accommodate staff from both the Division of Intramural Research (DIR) and the Division of Extramural Research (DER). ? The contractor will be responsible for working closely with the lesser/owner of the building to coordinate the planning of the renovations and monitoring the progress of the work. ? The vendor will also coordinate the operations of the administrative office, provide guidance on computer programs and with all services requested by DER. The proposed period of performance is September 2007 through February 2008 The proposed level of effort is 576 direct labor hours. The vendor will perform his or her duties on site, in Bethesda, Maryland, or if applicable, remotely. The technical portion of quotations will receive paramount consideration in selection of a vendor. However, cost/price will also be a significant factor in the event that two or more offerors are determined to be essentially equal following the evaluation of technical factors. The government will evaluate technical capability using the following criteria: 1 Knowledge of the NHGRI mission and business practices 2 Knowledge of the internal operations of the administrative offices of the DIR & DER 3 Past performance working with NIH. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government. All responsible sources may submit a quotation, which if timely received, will be considered by the agency.
