- This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) having the in-house capabilites and experience to perform the following: Evaluate the efficacy of potential drug abuse treatment medications in non-human primates. Specifically, Rhesus monkeys will be trained in either drug discrimination or self administration procedures using cocaine or possibly other drugs of abuse. Test compounds will be shipped to the contractor for testing under blinded conditions with information regarding dose, vehicle and pretreatment time supplied by the NIDA. The contractor will then evaluate the effects of the test compound for its effects to either substitute or antagonize the discriminative stimulus effects of the training drug, or for its effects on the self-administration dose effect curve of the training compound using standard protocols to be agreed upon in advance. Standardized, detailed reports with graphs will be prepared and submitted promptly to the program for each compound tested. In addition, a database will be developed and maintained for each compound tested, doses, vehicle, pretreatment time, and test results. Approximately 5-12 compounds per year will be tested using drug discrimination procedures, and another 4-8 compounds will be tested using self-administration procedures, as specified by NIDA. This contract will be utilized by NIDA for the purpose of evaluating the efficacy of potential drug abuse treatment medications in non-human primates. Capability statements should indicate your current DEA registration for working with Schedules II-V controlled substances. All work performed must comply with the NIH guidelines on the care and use of laboratory animals, and the laboratory must be operated according to the FDAs Good Laboratory Practices Program. The established NAICS code is 541710. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous similar projects, specifically the techniques employed for conducting primate drug discrimination and self-administration studies; (2) Personnel: Name, professional qualifications and specific; experience in conducting primate drug discrimination and self-administration studies and knowledge of, and experience in, the field of drug abuse research. Also we will consider appropriateness of professional and technical personnel classifications; (3) Facilities: Availability and description of dedicated laboratory space, animal care facilities, and equipment required to conduct this type of work; (4) Drug Enforcement Agency (DEA) Research Registration will be necessary. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for Government use. Any proprietary information should be so marked. Small business concerns that believe they possess the capability necessary to successfully undertake the work described above should submit an original and two copies of their capability statement and must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size and status, and 6) capability information in response to the requirement and qualifications identified in this notice; and 6) type of small business your organization classifies itself as (ie: women-owned, HUBZONE, etc.).
