- U.S. Immigration and Customs Enforcement (ICE) intends to negotiate, on a sole source basis, a Purchase Order with C. Forbes, Inc., located at 12830 West Creek Parkway, Richmond, VA 23238-1126, pursuant to the authority of FAR 6.302. This Purchase Order is intended to acquire various ICE Office of Investigations (OI) insignia engraved presentational items during the coming months. The anticipated delivery after receipt of order (ARO) is 120 days, with an estimated Purchase Order award date of September 20, 2007. C. Forbes, Inc. is the only known licensed vendor which is authorized to reproduce the DHS/ICE/OI seals and insignias on the subject items. Therefore, ICE has determined that C. Forbes, Inc. is the only responsible source able to provide these items and that no other vendor will satisfy agency requirements. Interested parties may submit their responses to this notice; although responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, quotes, or bids, and cost and pricing data are not solicited. A determination by ICE not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of ICE. Responses are due by 5:00 p.m. EST on Friday September 19, 2007.
