- Description
- The U. S. Coast Guard has decided to set aside the acquisition for drydock repairs of the USCG 1st District 41 Foot Utility Boats (UTB) for Hubzone concerns. The Coast Guard intends to conduct the requirements procurement in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS is 336611 and the small business size standard is less than 1,000 employees. The solicitation and specification will be issued on or about September 19, 2007 via the Federal Business Opportunity (FEDBIZOPS) web page at http:www.fbo.gov. Hard copies of the solicitation and specification will not be issued. Award will be made to the responsible contractor whose offer, conforming to the RFQ, will be most advantageous to the government (Best Value). Past performance is significantly more important than price and other factors will be considered. The requirements period will run 12 months from the date of award. The procurement contains two (2) twelve-month option year periods to be exercised at the government?s discretion. It is anticipated that 5 boats may require drydocking per contract period. Work covered by this solicitation shall be completed within Forty-five (45) calendar days from the date the vessel becomes available to the contractor. The performance period for the availability will be stated on each delivery order. All work will be performed at the contractor?s facility. The scope of the acquisition for the 41 Foot Utility Boats (UTB) is to provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base and Option items: Welding Repairs (aluminum), Remove, Inspect and Reinstall Rub Rail System, Inspect Cabin Top, Preserve Cabin Top, Preserve Underwater Body, Preserve Freeboard, Renew Non-Skid Deck Pads, Routine Drydocking, Temporary Logistics, Perform UT Inspection and Achieve Surface Profile on New Surfaces. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. All reference documents are available for viewing at 300 East Main Street, Suite 500, Norfolk, VA 23510-9102. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
