- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Sub Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS IS SOLICITATION IS FULL AND OPEN. Solicitation number F3H2B17172AG03 is issued as a request for quotations from all business sizes. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-20. The NAICS Code is 333514 and the size standard is 500 employees. Or-Equal is acceptable on all requested items, product specifications must be submitted with quote in order to be evaluated. 55 CONS intends to issue a firm fixed priced purchase order for delivery and installation of the following: 1) 1 each ? FutureDrive Turning Tool System: Includes drive motor, power unit, control unit, hand control, foot control, and shipping/storage case?GE Inspection Technologies Part # RC2000G02. 2) 1 each ? GE F 108, CFM56-2 Adaptor: Adapter Manual Drive Pad used with GE F108, CFM56-2 * requires RC2180 12? Offset drive adapter? GE Inspection Technologies Part # RC2500G03. 3) 1 each ? Off set drive: 12? offset drive (used with various adapters)-- GE Inspection Technologies Part # RC2180G01. The turning tool must meet the following minimum essential characteristics. Please ensure product specifications specifically address these requirements: -The turning tool must be portable -It must be adaptable to the F108 engine -The tool needs to be operated by both hand and foot pedal controllers due to the various locations of the borescope ports -The tool must have the ability to count and tag blades, auto index, with an adjustable rotation speed for direction and dwell -The tool needs to be expandable to other engines, in case of a change in work or engine modification -The turning tool must be compatible to the model Everest VIT PLS-500D borescope All potential bidders are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database by Friday, 21 September 2007, at 12:00 pm (CST) will make an offeror ineligible for award. Also, the contractor must have the NAICS code listed in this solicitation on their CCR Registration. Price and delivery, in order of importance); (Offerors must include a complete copy of 52.212-3, Offeror Representation and Certifications -- Commercial Items with offer which can be found at http://farsite.hill.af.mil/vffara.htm); FAR 52.212-4, Contract Terms and Conditions Required to Implement Status of Executive Orders -- Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items (DEVIATION); 252.212-7000 Offeror Representations and Certifications--Commercial Items; 252.225-7000, Buy American Act--Balance of Payments Program Certificate; 252.225-7001, Buy American Act and Balance of Payments Program;; 252.225-7012, Preference for Certain Domestic Commodities; 252.232-7003 Electronic Submission of Payment Requests; 252.243-7002, Requests for Equitable Adjustment; 252.247-7023, Transportation of Supplies by Sea. Offutt Air Force Base is exempt from paying state and local taxes on purchases that it makes per the United States Constitution. Nebraska Revised Statutes, Sec. 77-2704.02 and Nebraska Sales and Use Tax Regulations 1-12 and 1-72 implement this policy and are applicable to this purchase. The Nebraska Form 13, Nebraska Resale or Exempt Sale Certificate, is applicable to exempt taxes for contracts for services and commodities and labor on construction projects. 55 CONS can not provide signed Nebraska Forms 17, Purchasing Agent Appointment and Delegation of Authority for Sales and Use Tax, to exempt State taxes for construction contract materials. Therefore, for construction only, per FAR 52.229-3 or 52.229-4, applicable Nebraska State tax costs for materials should be included in the bid/proposal submitted by the offeror/contractor.
