Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH FAR PARTS 12 AND 13 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTE ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The soliciation document# is RFQ-08-0006 and this is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20 including amendments effective September 6, 2007. THIS REQUIREMENT IS A 100% SMALL BUSINESS SET-ASIDE AND IS SUBJECT TO AVAILABILITY OF FUNDS AS PER FAR 52.232-18. NAICS Code 484121, Small Business Size standard of $23.5M. This solicitation is for the transport of secure and non-secure materials to and from designated exhibition and tradeshow locations within the continental United States. The Contractor shall be responsible for supplying all equipment, transportation and labor, unless otherwise specified in the attached Statement of Need, for the safe and secure transport of these materials and for complying with all applicable Federal, State and Local regulations and permit conditions required for the transportation of such materials. Refer to the attached Statement of Need for additional details. CLAUSES: The following FAR provisions apply to this acquisition: FAR 52.212-1 Instruction to Offers Commercial Items; FAR 52.212-2 Evaluation Commercial Items; FAR 52.212-3 Offeror Representatives and Certifications and Certifications Commercial Items FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions required to Implement Statutes or Executive Orders Commercial Items. The following clauses cited in FAR 52.212-5 are applicable to this acquisition: FAR 52.219-6 Notice of Total Small Business Set-Aside; FAR 52.222-26 Equal Opportunity (E.O. 11246); FAR 232.33 Payment by Electronic Funds Transfer-Central Contractor Registration. Additional contract Clauses are as follows: FAR 52.247-21 Contractor Liability for Personal Injury and/or Property Damage; 52.247-22 Contractor Liability for Loss of and/or Damage to Freight other Than Household Goods 52.247-35 F.O.B. Interested parties shall provide a quote on company letterhead and include the RFQ# RFQ-08-0006 NO LATER THAN 12:00 PM EST SEPTEMBER 24, 2007. Quotations shall be accepted via fax at 202-874-2200 or by mail sent to the Bureau of Engraving and Printing, Office of Acquisition, Attn Thomas O?Linn, 14th and C Streets SW, Room 705-A, Washington, D.C. 20228. Offerors shall include in their quote the following; a) whether vehicles are owned or leased, b) company's vehicle maintenance program, c) company's participation in a drug free workplace and personnel background checks and e) references. Offerors will be evaluated on price and the aforementioned items to determine best value. Offerors who fail to complete and submit a quote according to the requirements above maybe considered non-responsive. The Government reserves the right to award to other than the low Offeror.
