- DESCRIPTION OF BIZ OPS ANNOUNCEMENT This announcement is an update to the 29 Aug 2007 Federal Biz Ops posting for NATO Trainer Cargo Aircraft Alternatives study for the purpose of clarifying the intent and requirement for sources sought. The requirement is to develop a source list of companies interested in providing information, ideas and solutions to fulfill the functions of passenger airlift, cargo airlift and pilot training provided by the three (3) NATO owned and operated Trainer Cargo Airlift (TCA) aircraft (B707) stationed at the NATO Air Base, located at Geilenkirchen, Germany. Companies will be provided a Request For Information (RFI) to enable NATO perform their study/analysis of alternatives. The TCA aircraft provide valuable airlift (cargo and personnel) support of NAEW&C Force Command (FC) E-3A aircraft operations. The TCAs are also used for pilot basic qualification and continuation training. Due to their age, flying hours and accumulated cycles, it has become increasingly difficult to sustain and maintain these aircraft in a cost effective manner. Based on the requirements articulated by NATO, airlift support for NE-3A operations may be required until the year 2035 and possibly beyond. NATO has developed an initial list of potential alternatives for fulfillment of the TCA requirements. Potential options include replacement of existing aircraft, leasing of aircraft and/or procurement of air transport services to support the military requirements. Options also include pilot training, organic and or contracted services. NATO requires information to determine the viability of the options and to facilitate the eventual generation of a NATO conducted study/analysis. Accordingly, NATO would like to enlist and solicit industry support in obtaining this information. The current annual TCA flight requirements are provided as follows: Radius: . 1,000 to 4,000 km, 90 flights . 4,000 to 6,000 km, 80 flights . 10,000 to 15,000 km, 10 flights Cargo & Pax: . 100 kg to 1 pallet + 5 to 20 pax, 60 flights . 3,000 - 7,500 kg, 3 to 5 pallets + 40 to 60 pax, 60 flights . 7,000 - 15,000 kg, 7 to 10 pallets + 60 to 80 pax, 50 flights . 700 x 300 x 175 cm, 5,000 kg, oversized cargo, 10 flights Passengers: . 30 to 50 groups pax, 12 flights of 6,000 km Pilot Training: . Multi-engine, crew coordination, initial qualification . Pilot proficiency In summary, the intent of this announcement is to solicit the interest of qualified companies who are in interested in this potential solicitation. Accordingly, interested companies are requested to response to the Contracting Officer, with a one-page "white paper" with an understanding of this document and provide contact details, i.e., POC and alternate, e-mail addresses, full postal address, post code, telephone and fax numbers for your company and or for each nominated company.
