- The Space and Naval Warfare Systems Center, San Diego (SSC-SD) requires engineering support in support of the in the architectural design, site survey, development, integration, certification testing and demonstrating the Trusted Information Infrastructure TM (TII TM). Specifically, this contract requirement focuses on a solution for creating a data store that can protect documents/information, tag each document/attribute as it is written and store the documents/information so that only the tactical user with the correct credentials (program/security level) gain access to the sections of the document or attributes that they are authorized to view. The solution will also allow for the automated or recommended classification/ program/ security level for a given paragraph, sentence and overall document or tactical information at the attribute level. The proposed requirement is needed to support the Secure Information Sharing (SIS) prototype. For more than a decade, CSCI has been developing TII TM to meet the DCID 6/3 and Common Criteria 2.0. TII TM was designed in accordance with the Department of Defense Information Technology Security Certification and Accreditation Process (DITSCAP). CSCI has the necessary security background, cleared staff, and CSCI’s TIITM provides for a compartmented foundational infrastructure certified and accredited by DSS, OSD, and DIA for Protection Level (PL) Three with PL4 services and required no waivers. CSCI has the intellectual property rights to both the software and hardware that no other vendor can offer and can modify the necessary components to make this concept work with software applications that SSC-SD has developed. TII TM structure is sectioned into three pillars of technology; Wide Area Network (WAN) Security, PL3 Common Operating Environments (COE) in Local Area Networks (LAN), and PL4 Controlled Interface. Six major objectives formed the underlying foundation in the development of TII TM: use of Commercial-off-the Shelf (COTS) products, re-use current infrastructure, network centric security approach, defense-in-depth security approach, reduction in cost of Total Cost of Ownership (TCO), and simplified training and administration. For these reasons, the Government intends to award a sole source cost plus fixed fee contract to CSCI for this effort. The contract Period of Performance is estimated at 36 months (a one (1) year base period with two (2) one (1) year options). The estimated value of the effort is not to exceed $6M. This is an isolated procurement with no anticipated follow-on potential.
