- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 07EASPR070336. This solicitation is being issued as a RFQ. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. The corresponding NAICS code is 517410 and the small business size standard is $13.5 million. CLIN 01- Mobile Satellite Ventures, One Year (September 30, 2007 ? September 29, 2008) Satellite Dispatch Service: Includes Monthly Access Fee for 22 phones (units), membership to four (4) talk groups as well as unlimited dispatch usage, Satellite Telephone Service usage at _______per minute, E911 Emergency Referral Fee, Federal Universal Service Fund Regulatory Cost Recovery (services only - exclude telephone usage); CLIN 02 - Talk Group Activation Fee for existing 17 units (all in 4 talk groups); CLIN 03 - Mobile Satellite Ventures, Option Year (September 30, 2008 ? September 29, 2009) Satellite Dispatch Service: Includes Monthly Access Fee for 22 phones (units), membership to four (4) talk groups as well as unlimited dispatch usage, Satellite Telephone Service usage at _______per minute, E911 Emergency Referral Fee, Federal Universal Service Fund Regulatory Cost Recovery (services only - exclude telephone usage). All services are to be delivered FOB destination on September 30, 2007 to 330 C Street, SW, Room 3527, Washington, DC 20201. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this synopisis/solicitation to the responsible offeror whose offer conforms to the exact Satellite Service listed above and is the lowest price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer or acknowledge listing in ORCA. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The Contracting Officer has indicated the following clauses listed in paragraph (b) as applicable and are hereby incorporated by reference: 52.222-3, Convict Labor (June 2003) (E.O. 11755); 52.222-19, Child Labor?Cooperation with Authorities and Remedies (Jan 2006) (E.O. 13126); 52.222-50, Combating Trafficking in Persons (Aug 2007); 52.232-33, Payment by Electronic Funds Transfer?Central Contractor Registration (Oct 2003) (31 U.S.C. 3332). Sole Source justification: This acquisition is conducted under the authority of 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements. ASPR (Assistant Secretary for Preparedness and Response) requires this service in order to meet and continually improve emergency response capabilities. This service supports the Incident Response Coordination Team?s support vehicles, which responds to disasters, natural or manmade, with or without notice. Mobile Satellite Ventures, who is our current provider, supports the ITEC (Information Technology, Electronics and Communications) group with this annual service. This specific technical features or capabilities are not available from any other source. The current service differs significantly from a traditional Satellite phone service. In the ?dispatch? mode, a radio-like handset is used to communicate from the initial user to many terminals (nation-wide) simultaneously. In order to communicate with our federal partners, especially in times of disaster, we must be serviced by this satellite service (the other satellite service is for commercial customers). This service is a restricted use satellite for Government. Only Mobile Satellite Ventures (MSV) in Reston, Virginia offers this service. Changing this service is not an acceptable alternative as all vehicles and teams in ASPR are currently operating on this system. No other alternative is available that provides dispatch satellite radio at this time. Offers are due on Wednesday, September 21, 2007 @ 2:00 pm. EST electronically to the Contract Specialist.
