- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Employee Education Service (EES) located in Saint Louis Missouri has a requirement for a Broadcast Television Automation System which shall contain but not limited to the following: The system shall operate/manage/control at least 4 On-Air channels, perform frame accurate switch integrate fully with Myers Protrack Scheduling/Traffic system; use Windows OS and Windows SQL Server; fully integrate with Thompson/Grass Valley Profile and K2 Video servers, Sony Digital Betacam and DVC, Utah Scientific 400/200 A/V routers. The system shall be capable of executing multiple secondary events associated with one playlist line /element, managing and controlling the recordings of satellite and other incoming record feeds, manage and control file based transfers of media/metadata from the Avid Interplay/Unity System to the On-Air Server/ GVG Profile, this function must be fully integrated into the Avid Interplay Media Services Menu. The system shall be capable of managing and controlling file based transfers of media/metadata to/from multiple servers and shall be capable of BXF; the system must be able to integrate BXF fully with the Protrack scheduling/traffic system. The Contractor shall install all items which shall include integrating with the Protrack on-air scheduling system, provide on-site training, provide manufacturers operation/maintenance manuals, perform/pass proof of performance/commissioning test during the hours of Monday through Friday, 8:00am to 4:30pm Central Time. The following provisions apply to this acquisition: 852.270-4 Commercial Advertising; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items, paragraph (a) is filled in as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other factors considered. The following factors will be used to evaluate offers: Technical, past performance and cost. The technical criteria and past performance are approximately equal in weight, and when combined are approximately equal to price; 52.212-3 Offer Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and conditions to Implement Statutes of Executive Orders-Commercial Items, including clauses incorporated by reference under Section (b) 15 through 21, and 33. Request for Proposals are due September 21, 2007 at 2:30PM/Eastern Time.
