Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is synopsis for Solicitation No. W81XWH-07-T-0389 that is now available on the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/. This is a Set-Aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). The North American Industry Classification System (NAICS) code for this sol icitation is 541710  Research and Development in the Physical, Engineering, and Life Sciences for a Battlemind Transition Office (BTO). The place of performance will be at the Walter Reed Army Institute of Research (WRAIR) Robert Grant Ave., Bldg 503, Si lver Spring, MD 20910. The solicitation list two main objectives: Task A) - Battleminded Transition Office (BTO) at the Walter Reed Army Institute of Research (WRAIR) and Task B)  Professional research support/consultation to the Department of Behaviora l Biology, WRAIR in the areas of cognitive research and mathematical model development. Task A is to establish the BTO in support of the Army Global War on Terrorism (GWOT). The BTO will be the lead agent in transitioning battlemind training to the field in order to support Soldier and Family behavioral health issues across the deployment cycle. BTO will be responsible for the development and/or release of pre-deployment Battlemind, psychological debriefing procedures, spouse/couples Battlemind, Post-Dep loyment Health Reassessment and Advanced Battlemind training. The BTO will also complete post-deployment Battlemind research and the release of these results to the appropriate agencies. Personnel minimum requirements for Task A are for two Mental Health Researchers and three Mental Health Trainers with experience and knowledge of military deployments. Task B will involve formulation and design of research protocols, development of mathematical models that can be used to predict human performance on the basis of sleep duration and timing, circadian and ultradian rhythms, work/rest schedules, cognitive workload/time on task, individual differences and fatigue countermeasures in close collaboration with scientists and other staff in the Department of Behavi oral Biology, WRAIR. Personnel minimum requirements for Task B is an Experimental Psychologist with two years experience in conducting/supervising research in a sleep laboratory. Task A are full time positions; Task B is anticipated as part time for onl y 600 hours per year. An award is to be made with One Base year and Four  One Year Options. This contracting office will issue no hard copies of the solicitation. All contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database.
