Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: 2 each, RF Hardened camera for RS testing. EPG intent is to purchase a RF ha rdened camera that can be put into a field and still operated. Technical requirements: A Color Video Camera that has a high performance CCD specifically designed for remote monitoring of equipment under EMC testing. The camera has a wide angle anechoic c hamber monitoring, shielded access control, and test action archiving. Must be able to operate in the harsh RF environments required by EMC testing. The camera is housed in an EMI hardened protective case, and the control and video signals use fiber optic s to prevent interference caused by high electromagnetic fields present during EMC testing. Camera must remotely focused, positioned, and zoomed using and external controller. Camera format is NTSC. Must have an audio capability that is FO based. REQUI RED SPECIFICATIONS: 1/4in CCD; high resolution; NTSC and PAL versions; EMI shielded to greater than 200 V/m (DC to 18 GHz); Shielded 12 Vdc or universal AC adapter operated; Pan/tilt mechanism; Remote control for pan/tilt, focus, zoom, iris control; Computer control with IEEE-488 option; Audio option provides both audio and visual monitoring. 2 each, AC adapter for Camera; 1 each, 4 camera controller; 2 each, 25 meter fiber optic cable sets that contain, 25 meter FO control cable, 25 meter FO video cable, 3 meter video coax cable; 3 each, add in video modules to fully populate camera contro ller; 1 each, Video quad processor to allow 4 video outputs tobe put on one monitor; 2 each, Audio option to add audio to the camera and the camer controller to include 25 meter FO; 2 each, Wall mount brackets; 1 each, 20 in LCD display. FOB DESTINATION : Fort Huachuca, Arizona. Payment will be made by Defense Finance and Accounting under Net 30 Terms. Offers are due no later than 6:00 p.m., Mountain Standard Time, Friday, 21 September 2007. Offers shall be submitted electronically at: virginia.miller@ epg.army.mil. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The result of the awa rd will be posted in Fedbizopps(http://www.fbo.gov/) under Award Notices. Questions pertaining to the Award Notice must be submitted in writing. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This is a small business set aside. The NAICS code is 423410. The solicitation is issued as a request for prop osal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to th e acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items , and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms an d Conditions Required Implementing Statutes or Executive Orde rs Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Concerns apply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
