- Amendment to solicitation to post questions and answers (Q&A). 1. C.3, Scope of Work states that ?The contractor will perform searches of state and local laws to identify laws concerning minors to consent to health care and prevention services in the STD and Immunization program areas in the 50 U.S. states.: a. Please define what is meant by ?local? as used in this context. ANSWER: ?Local? refers to city and county b. For costing purposes, please define the scope of the search that the contractor is to perform for ?local? laws. ANSWER: This should include all laws that may have bearing on this question 2. Item 3 in C.3, Scope of Work states ?using this survey, the contractor will assess the generalizability of these laws and identify other strategies that enable minor self-consent to vaccination.? Is the deliverable for this task the ?Report of mailed surveys?? Please clarify. ANSWER: No the deliverable is the data generated from the survey as well as the report that summarizes the findings from the survey. 3. C.4, Technical Requirements, states that ?The contractor will collect laws that allow minors to give their own consent for health care by updating laws identified in an existing summary document (A English, KE Kenney. State Minor Consent Laws: A Summary. Center for Adolescent Health & the Law, May 2003). The term ?updating? is somewhat ambiguous. Please confirm whether the contractor is to only update laws identified in the existing summary document or if the contractor is to also identify and collect new laws enacted since the document was produced. Please clarify. ANSWER: Both are to be updated. 4. It is unclear how many reports are to be prepared. Section C.1 states that ?This project would compile information into one document?? and section C.4, Technical Requirements, states that ?The contractor will compile the relevant laws, their interpretation, and results from the survey to generate a report [emphasis added] that will be published and made available to providers and other public health officials.? However, other sections (C.5, Reporting Schedule and the ?Deliverables? section) list separate reports of ?laws found,? ?key informant interviews,? and ?mailed surveys.? Please clarify the reports that are to be prepared. ANSWER: 1. results of key informant interviews, 2, laws founds, 3, interpretation of the laws, 4, survey used for mailing, report as specificed in #2 above (data generated from the surveys.) 5. With respect to the statement in C.4 that the report will be published, will the contractor be required to deliver the report in any particular format for publication? ANSWER: The contractor (awardee) will work with the CDC/DSTDP project officer to address the formatting issue. 6. C.4, Technical Requirements, requires the contractor to mail the modified final surveys to targeted officials in each of the 50 states and some municipal STD and immunization project areas. ANSWER: a. For costing purposes, how many modified final surveys are to be developed? ANSWER: One final survey to be mailed to the 50 states & some municipal STD & Immunization jurisdictions. b. Will government-franked envelopes be provided for mailing the survey? ANSWER: NO c. For costing purposes, to how many targeted officials in each state will the final survey be sent? ANSWER: The number of targeted officials depends on how many local and city jurisdictions will need to be included. Local practitioners of adolescent medicine, lawyers, academic pediatricians and other professionals involved in this issue at the local level. in relevant health departments should also be included d. For costing purposes, to how many officials in municipal STD and immunization project areas will the survey be sent? ANSWER: At least one of each. e. Please explain the agency?s preference for requiring a mailed survey? ANSWER: This will be discussed and coordinated between the contractor (awardee) and the CDC/DSTDP project officer; i.e.; phone, web based, or other. 7. In the ?Reporting Schedule? and ?Deliverables? sections of the RFP, the second deliverable states ?Report of key information interviews?? This is the first mention of ?interviews.? Is the ?interview? the same as the pilot survey to be performed in C.4? ANSWER: Yes.
