Description
In a new effort, the Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office intends to procure Sugar Temperature, Airway, Blood Pressure, Lab and Emotional Support (S.T.A.B.L.E.) training for Bureau of Medicine and Surgery (BUMED), Washington, DC. BUMED is requiring all Lead Instructors receive this training so they can train other instructors, Neonatologists, and Neonatal Intensive Care Unit (NICU) Registered Nurses (RN), as well as Navy Pediatric Residency Graduates, to teach a basic Learners Course at their local Medical Training Facilities (MTF). FISC's intent is to process this procurement on a sole source basis to S.T.A.B.L.E., Inc., Park City, Utah to provide Lead Instructor Training to qualified lead instructors. Our intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR13.5 (Test Program for Certain Commercial Items) procedures. The Period of Performance starts no later than 26 September 2007 and will last for a year with (3) three classes being required within a year and supplies which are required to be delivered prior to start of class. The first class will begin the first week of November 2007. The proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability received statements by 24 September 2007 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Number note 26 applies. The solicitation will be made available electronically upon its release to www.neco.navy.mil and will close 24 September 2007. The applicable NAICS code is 611710.
