Description
The Department of Veterans Affairs VISN 22 Network Logistics Office, 5901 East Seventh Street, Long Beach, CA VA VISN 22 Network Business Center intends to negotiate a commercial (FAR Part 12) sole source contract with Ms. Albina Leonard Andreeva, San Diego, California 92130 in support of Project 2 Startle, as directed by VA San Diego Healthcare System, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-20. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This procurement is to provide full-time specialized experience of the above-named, uniquely qualified individual. The Project calls for establishment and standardization of the multi-test systems and standard operating procedures needed for psycho-physiological studies involving electromyography startle and heart-rate assessments. The Contractor shall (1) administer and coordinate data collection in a large, complicated research study of active duty military personnel; (2) ensure adherence to IRB protocol and proper report submission; (3) organize and maintain accurate/complete research files; (4) train and supervise 8 or more data collection assistants; (5) coordinate travel and space utilization for mobile, on-base assessment; and (6) provide additional support to principal investigators as required. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice is not a request for competitive proposals. All proposals received by 3:00 P.M. Pacific Daylight Time, September 25, 2007, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
