- . The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC 27709 intends to negotiate on a sole source basis with Dr. Anne Sassaman, Durham, NC 27711 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for consultant services as per the following statement of work which outlines services to be provided by Dr. Anne Sassaman in support of the NIEHS Strategic Planning Process. Task order expert services to be provided by Dr. Anne Sassaman to the National Institute of Environmental Health Sciences (NIEHS) in support of the NIEHS strategic planning process, NIEHS extramural operations and other special projects, as described further below. Areas of Responsibility (Project management /implementation projects/tasks) Expert Counsel to the Acting Director, NIEHS. A. Provide expert advice and counsel to the Acting Director, NIEHS, with particular focus on transition efforts in support of the NIEHS extramural operations and NIEHS committee management policies, processes, and practices that may be need to be restructured to ensure compliance with conflict of interest and peer review regulations and policies. B. Attend regular meetings with the Acting Director, NIEHS, to discuss and strategize the development and implementation of new means of communicating with and collaboration among NIEHS components. Such tasks may include identifying needs and opportunities for internal communication strategies that will be appropriate for the NIEHS organization and mission, specifically including, but not limited to the identification of and consultation with NIEHS stakeholder individuals and groups; as well as the development of statements of purpose, framework, and ground rules for committees. This task may entail multiple onsite consultations with NIEHS staff, as well as discussions with NIH staff relative to similar NIH efforts, and/or with team/consensus-building experts. C. Analyze and propose appropriate new operating procedures that would bring greater diversity into NIEHS decision-making. D. Serve as liaison between the NIEHS Acting Director and the National Advisory Environmental Health Science Council (NAEHSC). Focus shall be on: 1) Applying the recommendations from the 2006 NAEHSC retreat to NIEHS directions, activities, and priorities, where needed to improve ongoing communication at and between regular NAEHSC meetings. 2) Attending NAEHSC meetings, including the closed sessions (requiring the contractor?s submission of Confidentiality and Conflict of Interest Statements); 3) Developing and providing guidance and support to the Acting Director, NIEHS, in the implementation of a plan for Council communication and input at meetings; and 4) Monitoring progress of ?gray zone? process developed in 2007. Period of Performance: September 27, 2007 through May 31, 2008, Labor Hours NTE: 650 hours. Authorized non-local travel to be reimbursed at government rate. The proposed contractor, Dr. Anne Sassman has the unique qualifications necessary to perform the range of tasks involved in this contract without the need to spend an inordinate amount of time identifying and understanding the Agency?s positions and expectations in these matters. First and foremost, Dr. Sassaman has thirty-two (32) years of Federal service, over 30 of which are at the NIH. For the most recent twenty (20) years, she served NIEHS as a Title 42 scientist and the Director of the NIEHS Extramural Research Program. Her leadership of key NIEHS programs provided her with a unique and intimate historical knowledge of the NIEHS and NIH, as well as a unique knowledge of the new NIEHS Director?s goals and mission. This broad range of very specialized experience is a necessity in completing the tasks described in the Statement of Work. She is uniquely familiar in all respects with Institute priorities, goals, and resources, as necessary for her to immediately represent the NIEHS across the nation with regard to its new strategic plan, and as a critical contact for interactions with the NIEHS Director and other senior scientists and staff. This hands-on NIEHS and NIH leadership experience make her uniquely qualified to provide expert counsel and support to NIEHS on the projects described above. Dr. Anne Sassaman is also the only consultant known to the Institute who has the specific management skills coupled with the scientific expertise and understanding that is necessary for these specific projects; including but not limited to expertise in strategic planning; functional and structural analyses; management evaluation and design; merger assessment and mediation; and management development. That expertise in conjunction with her extended past and present knowledge of the Institute will ensure NIEHS mission continuity and optimal outcomes for these projects in accordance with timeframes that cannot be extended. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contract Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Dr. Ann Sassaman. The NAICS Code/Size is 541690/$6.5M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
