Description
The Air Force Research Laboratory Information Directorate, Rome, NY intends to solicit and negotiate a sole source purchase under the authority of FAR 6.302-1 with L-3 ASIT, 613 Global Way, Linthicum Heights, MD, 21090 for the following items: Cable Assemby for DRT (1), DF Antenna Array (2), Interface Cable Assembly for DRT Interface (1), and DRT Operation Software Licenses (2). Though this notice of intent is not a request for competitive quotations, information received by the closing date will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code for this procurement is 334220. Sole Source Justification: AFRL/IFEC requires the above requested items to be added as components to a Digital Receiving Technology (DRT) portable receiving direction finding antenna system. The system is in use at AFRL for research and development under in house efforts for Network Centric Exploitation and Tracking (N-CET) and Simulated Communications (SIMCOMM). These exact components are required in order to ensure compatibility. If other components were used in the existing DRT equipment, an inordinate amount of cost and effort would have to be expended to design and configure the software to hardware interface. L-3 ASIT is the only source that manufactures and distributes the necessary components for the large scale Portable Receiving System.
