- The Regional Contracting Department, Fleet and Industrial Supply Center (FISC), Pearl Harbor Hawaii intends to negotiate an unrestricted, sole source contract with Reuters America utilizing FAR Part 13.106-1(b)(1). Solicitation No. N00604-07-T-0437. Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 519110 and the small business size standard is 500. The prospective contractor must be registered in the Central Contractor Registration (CCR). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pe! rtaining to this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2007-18, dated July 5, 2007 and DFARS Change Notice 20070814, dated August 14, 2007. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. This requirement is for a firm fixed price contract for subscription service of the Reuters News Media Service for the period of 01 October 2007 through 30 September 2008. Subscription includes Reuters World Service Newsfile software and line recoveries and Media News. ITEM 0001: (1) EA, 12 MONTHS, SUBSCRIPTION: REUTERS NEWS MEDIA SERVICE. FOB destination. The provisions at FAR 52.212-1, Instructions to Offerors—Commercial Items; FAR 52.212-3, Offeror Representations and Certifications – Commercial Items; and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items apply to this requirement. Offeror shall submit a completed copy of the provisions listed above with its offer. The following clauses apply to the requirement: FAR 52.212-4, Contact Terms and Conditions—Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items; FAR 52.232-18, Availability of Funds; and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The following clauses under FAR 52.212-5 apply to this requirement: FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-36 Affirmative Action for Workers with! Disabilities, FAR 52.232-33, Payment by Electronic Funds Transfer – Central Contractor Registration. The Government plans to award a single contract resulting from this solicitation. Proposals shall be e-mailed to: paula.reinhard@navy.mil no later than 12:00 pm (noon), HST, 24 September 2007. Facsimile proposals will be accepted via fax (808) 473-3524. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely with the discretion of the Government.
