Description
This project will provide for a new 121.92 meter (400 FT) extension to the existing Kilo Wharf on the west and perform all necessary dredging within the harbor to enable the construction. The project will also provide for 243.84 meter (800 FT) reinforced concrete crane girders and supports at the existing wharf and wharf extension. Upgrade existing wharf to improve its seismic resistance by strengthening the existing caissons. Provide new asphalt concrete pavement and a reinforced concrete deck for the existing Kilo Wharf and wharf extension. Included in the project scope is new primary and secondary electrical power to Kilo Wharf, including new electrical generator and switchgear buildings and upgrading the electrical service and secondary distribution systems at the wharf. The project also includes extending the shore utilities infrastructure from the existing wharf to the Kilo Wharf extension for the piping and piping supports for potable freshwater and sewer and fire protection systems; upgrade the lighting, telecommunications systems, lightning protection and grounding systems, and CCTV systems. Construct new access road along the south and west side of the existing wharf to service the new wharf extension and construction mooring island. Award resulting from the solicitation is subject to receipt of the Record of Decision and Congressional/Presidential approval of the FY2008 National Defense Authorization Act and the FY2008 MILCON Appropriation Act. The resulting contract will be incrementally funded and allotment of funds will be in the Government fiscal years 2008 and 2009. Estimated range is from $65,000,000 to $85,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237990 AND AVERAGE ANNUAL RECEIPTS IS $31.0M OVER THE PAST 3 YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. When combined, the technical evaluation factors will be considered approximately equal to price. The technical evaluation factors are anticipated to be as follows: (1) Past Performance; (2) Experience and Qualifications; (3) Management Plan and Project Schedule; and (4) Small Business Utilization. The Request for Proposal (RFP), CD-ROM only, will be available on or about 5 October 2007. The request for CD-ROM may be sent via electronic mail to alice.mende@navy.mil or mailed to: NAVFAC Pacific, Construction Contracts Branch (ACQ11), 258 Makalapa Drive, Suite 100, Pearl Harbor, HI 96860-3134. Requests shall include company name, mailing address, telephone number, fax number, RFP No., and project title. The request shall also indicate if they want the CD-ROM to be mailed, picked up at the contracting office or sent via express service. Companies wanting the RFP to be sent via air express service must furnish their express service air bill label with the recipient name, telephone no., company name, address, company account no., and type of delivery information filled in. Please provide extra completed air bill labels if you would like to receive amendments in the same manner. If not, it will be mailed via US Mail. Also indicate if you are prime, subcontractor, or supplier. Mark the front of the envelope with the RFP No. Allow at least 10 days for mailing from the date your request is received. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. Planholders list of the companies that were issued the CD-ROM will be available after the solicitation is issued and may be obtained at www.esol.navfac.navy.mil. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. AMENDMENTS WILL BE POSTED ON THE WEBSITE http://www.esol.navfac.navy.mil FOR DOWNLOADING. THIS WILL NORMALLY BE THE ONLY METHOD OF DISTRIBUTING AMENDMENTS. THEREFORE, IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. In order to receive amendments and notices, it is highly recommended that all interested offerors create an account at the website http://www.esol.navfac.navy.mil. Please ensure that your email address is correct as the Government will disregard any emails returned by the ESOL system as undeliverable.
