- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is BioPac DS070027 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The contractor shall furnish the following supplies and quantities and deliver them to 7450 Pickens Aveune, Fort Jackson, SC 29207: 4 each BioPac ECG100C Electrocardiogram Amplifier; 2 each BioPac EEG/ECG/EMG/EOG Prep Gel; 2 each BioPac Electrode Gel, Isotonic; 5 each BioPac EEG100C, Electroencephalogram Amplifier; 5 each BioPac Clip Lead Red 1M TP Shielded; 5 each BioPac Clip Lead Blk 3M TP U/SH; 5 each BioPac Clip Lead WHT 1M TP shielded; Award will be evaluated on price alone. Proposals will be due 21 September 2007. Only written requests will be accepted. Notification of any change shall be made only on the internet. Fax will not be accepted. Proposal must be emailed to: althea.robinson@cifa.mil. Justification and Approval To Procure Using Other Than Full and Open Competition 1. Agency and Contracting Activity: Requiring Activity/Directorate: Defense Academy for Credibility Assessment. Contracting Activity: CIFA, Directorate of Acquisitions 2. Nature/Description of Action (s). This is a proposed sole source action to be awarded as a new contract to BioPac Systems, Inc., 42 Aero Camino, Goleta, CA 93117. The replacement of a firm, fixed price order is anticipated. 3. Description of Supplies/Services. The DACA Research Division is currently engaged in research using BioPac equipment, the following items are needed to continue the ongoing research. Biopac ECG100C Electrocardiogram Amplifier ECG100C (4)each Biopac EEG/ECG/EMG/EOG Prep Gel ELPREP (2) each Biopac Electrode Gel, Isotonic GEL101 (2) each Biopac EEG100C Electroencephalogram Amplifier EG100C (5) each Biopac Clip Lead Red 1M TP Shielded LEAD 110S-R (5) each Biopac Clip Lead Blk 3M TP U/SH LEAD 110A (5) each Biopac Clip Lead WHT 1M TP Shielded LEAD 110S-W (5) each 4. Identification of Statutory Authority. The statutory authority permitting other than full and open competition is 10 U.S.C.2304 (c) (1), Only One Responsible Source, as implemented by FAR 6.302-(a) (1). FAR 8.405 (a) (2), the brand name product identified above is essential to the Government's requirements and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's need.
