- The Department of Homeland Security, Federal Management Agency (FEMA) has a requirement for on-site generator radiator/cooling system flush and refill activities at the Federal Emergency Management Agency's (FEMA LOGISTICS CENTER-ATLANTA. On-site generator radiator/cooling system flush and refill activities is defined as draining of old coolant from radiator, engine block and hoses, installing of new coolant, a one (1) run to test for leaks, and recycling/disposal of old coolant. The Contractor shall perform on-site generator radiator/cooling system flush and refill activities required to ensure compliance with the details of this scope of work. Basis for Award: Offerors shall submit a list of current and past contracts (with points of contacts) dating back three years in which the Offerors performed similar work as to the requirement being listed by FEMA identifying whether the Offeror was a Prime or Sub-Contractor. FEMA will utilize the provided information to determine if the Offeror or Offerors are technically qualified to accomplish the required task. The Offerors will be evaluated on: (1) Past Performance: The Government will evaluate the Offeror's, and (if applicable) its principal subcontractors' and critical team members demonstrated past performance in delivering quality products and services and in meeting technical, cost/price, and schedule requirements on similar programs; and to determine that the Offeror demonstrates the application of systemic improvement management practices and minimizing life cycle costs. The Past Performance risk will address the probability of the Offeror successfully accomplishing the requested effort based on the relevant past performance. Problems not addressed by the Offeror will be considered to still exist. However, consideration for discounting problems may be given when those problems are addressed through demonstrated systemic improvement. The degree to which the Offeror can demonstrate that it has successfully applied continuous systemic improvement to resolve past performance problems will be evaluated. Problems with no corresponding systemic improvement will be evaluated. In the case of an Offeror without any relevant past performance of for whom the information on past performance is not available or is unknown, the Offeror will not be evaluated favorably or unfavorably and will be assigned a rating of unknown. (2) Technical Qualification: The Government will evaluate the extent and relevancy of the Offeror?s, and (if applicable) its principal subcontractors' and critical team members' experience during the past three (3) years in performing the kind of work that will be required under the prospective contract and the Offeror?s ability to cope with the uncertainties and difficulties associated with that kind of work. The Government will also evaluate the extent of relevant benefits (if any) that the Offeror gained from each contract/subcontract reference identified and how they relate to the task areas of the statement of work. The risk will address the probability of the Offeror successfully accomplishing the requested effort based on the relevant experience. Award will be made on Best Value Basis to Government. Quotes must be priced on F.O.B. Destination.
