- FORMAL NOTICE OF COMPLETION OF AN A-76 COMPETITIVE SOURCING STUDY This notice constitutes the formal announcement of the completion of an A-76 cost comparison study for all operations at the Treasure Lake Job Corps Civilian Conservation Center in Indiahoma, Oklahoma. The A-76 Streamlined with Most Efficient Organization (MEO) Competitive Sourcing Study began May 1, 2007 and was conducted under the revised OMB Circular A-76, dated May 29, 2003. As determined by cost comparisons of agency performance to the private sector, the most cost effective source of the required services is continued performance by Government employees in the Most Efficient Organization. Therefore, the outcome of this streamlined competition is a performance decision for the services to be provided by the agency provider.
