Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912L7-07-T-0102 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisi tion Circular 2005-16. The 118th Aeromedical Evacuation Squadron (AES) has the following requirement to purchase a Patient Support Pallet (PSP). Tri-qualification of Aeromedical Evacuation personnel requires proficiency in the C-130, KC-135, C-17 aircraft . The KC-135 does not provide built in support for aeromedical evacuation and the pallet system allows for safe patient movement. The C-17 and C-130 aircraft can utilize this pallet as additional patient support for patient movement. This equipment is l isted in the Theatre Operational Plan as a system asset. The 118th Airlift Wing is in the conversion process with their C-130 aircraft. This necessitates the use of opportune aircraft to provide airframes for currency and training of aeromedical evacuati on personnel. The 134th AW, Knoxville, Tennessee, has KC-135 aircraft and is the closest Wing to Nashville and has agreed to support AES with a minimum of quarterly flights. The PSP can be utilized for real world patient transport when the 118th AES is t asked as well. The North Atlantic Industry Code (NAICS) for this requirement is 541330 with a Small Business Size Standard of $4.5 million dollars. This requirement is being advertised as an unrestricted acquisition. All responsible sources may submit an offer, which shall be considered by this Agency. Quotes are due in this office no later than Saturday September 22 2007, (0900) a.m. local central daylight time. They can be emai led to james.despain@tnnash.ang.af.mil. Offers will be evaluated using the evaluation criteria outlined in FAR 13. The award will be made to the vendor whose proposal is most advantageous to the Government. The evaluated non-cost factors for this acquisition shall be sufficiency; delivery (most favorable schedule) shall submit a delivery date with quote, and price. To be considered as sufficient for this requirement, vend or shall produce a product that is brand name or equal to the product offered by ARINC Engineering Services. Vendor shall also provide all material handling equipment necessary to unload the product at the designated location which is the 118th Airlift Win g, Building 720, Knapp Boulevard, Nashville, Tennessee 37217. Vendors who choose to quote an equal product shall also submit descriptive literature of their proposed product to demonstrate their products ability to meet or exceed the specifications of this solicitation; vendors who fail to provide the descriptive literature of their products offered shall not be considered for award.
