Description
The US Army Medical Research Acquisition Activity intends to award a sole source purchase order to Laerdal Medical Corporation, 9100 Bridgeport Way SW, Lakewood, WA 98499 for high fidelity patient simulators for advanced level trauma, chemical, biolo gical and radiological casualty simulation. These manikins will permit course participants with the unique opportunity to recognize and treat conventional and combine injuries while in a simulated battlefield setting. This procurement will be executed unde r Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.Extensive market research was conducted to identify a suitable high fidelity patient simulator capable of exhibit ing signs and symptoms of advanced traumatic wounds and chemical, biological, and radiological injures for use in its training programs. This research has been conducted via coordination with military organizations to receive non bias product demonstration s. Numerous vendor demonstrations and product capability exhibitions were considered in determining that the product offered by Laerdal provided the best learning tool for advanced level trauma, chemical, biological and radiological casualty simulation. T hese products are able to provide MCBC and FCBC course participants with a realistic interactive full scale patient simulator which is capable of exhibiting relevant advanced life support skills for both conventional and CBRN injuries. These manikins are a ble to provide course simulation facilitators unique interactive patent care scenarios for use in classroom demonstrations and practical hands on skills validation. Key features that make these manikins best suited for use in Chemical Casualty Care Divisio n training programs are 1. Educational effectiveness through highly realistic patient simulation training experiences for the practice of teamwork, leadership, communication skills and implementation of learned medical treatment concepts. 2. Multi function use. These manikins facilitate a wide range of health care professionals encompassing all areas of patient care. 3. Ease of operation and flexibility of simulator to accommodate several stored scenarios. 4. Anatomically realistic enabling a wide variety of emergency medical interventions to be practiced. 5. Logistically convenient easy transport, assembly and disassembly. Rugged cost effective pre hospital casualty simulation manikin. This is not a request for a competitive quote. Any response to this notice must be submitted in writing to the Government providing clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. All responses will be considered, but the Contracting Officer retains the right to determine the procurement strategy, based on avai lable information.
