- Description
- Request for Comment. Sources Sought/Request for Capabilities Statements. TSA seeks to establish a baseline to identify and assess public antiterrorism awareness accomplishments achieved to date throughout the United States. A comprehensive examination of antiterrorism awareness campaigns currently in place for the passenger rail and intra-city bus industries is needed and gaps must be identified. Then TSA must identify ways to mitigate these gaps to enhance passenger and employee awareness regarding terrorist activities, and assist in the identification of measures the passenger rail and intra-city bus industries and TSA can undertake to enhance transportation security. The purpose of this RFI is to: (1) solicit comment on the attached draft Statement of Work, and (2) identify potential bidders based on capability statements. Responses to this RFI shall include: 1. Comments directed at improving the attached Statement of Work and approach. 2. A Capability Statement, including: a. A suggested timeline and milestones for the effort. b. Indication of business size status. Submissions are restricted to no more than ten (10) pages in length. Offerors in their capability statement should describe at a minimum their expertise and experience in efforts related or similar to those described in the Statement of Work. Responses are required to include the firm name, mailing address, telephone and facsimile numbers, company web site, size of firm, number of years providing representative research and analysis work, and direct points of contact including phone and e-mail addresses. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. Additionally, the Government WILL NOT provide reimbursement for any information that may be submitted in response to this RFI. The results of this RFI will be used in the development of the final Request for Proposal, and will be used in assembling a bidders list to which the final RFP will be sent. TSA intends to either set aside this effort as a small business limited competition or establish it as an 8(a) set-aside. However, should no qualified small business respond to this RFI, this effort would be opened to large businesses. (It should be noted that TSA accepts Mentor-Prot?g? relationships.) All information in response to this RFI shall be submitted no later than October 15, 2007 to the following email address: James.Loba@dhs.gov . Please note that the collection of this data does not obligate the Government to the incorporation of the solicited comments nor does it obligate the Government to the procurement of the services.
