- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation uses Simiplified Acquisition Procedures (SAP) authorized in FAR Subpart 13.5 and is expected to result in the award of a firm-fixed price contract award. Womack Army Medic al Center Contracting Office intends to award a contract to Private Diagnostics, Duke Medical Center for Pediatric Cardiology services. Contractor shall provide the nonpersonal services of a physician to provide pediatric cardiology consultation services . Services shall be provided to all eligible beneficiaries of the military health care system who present themselves to Womack Army Medical Center for treatment. The contract physician shall be of a quality or exceeding current recognized national standar ds as established by the Joint Commission on Accreditation of Heathcare Organizations (JAHCO). Provider performing under this contract shall remain employees of the Contractor and not the government. Contractor is responsible for malpractice insurance fo r its employees. Womack Army Medical Center will retain full authorit and responsibility for the care and treatment of the patients. Womack Army Medical Center shall retain Administrative control over the contract provider while they are rendering servic es of patient care nature. Qualifications: Allopathic or osteopathic physicians shall be utilized by the contractor to fulfill contract requirements. Must be licenced to practice in the State of North Carolina. Only residency trained or board certified pediatrian or cardiologist shall render the final interpretation of an electric cardiogram. Must be able to read, write, and speak English effectively in order to communicate with patients and WAMC Staff. Hours of Service shall be between the hours of 0 900 - 1500, one or two days a month. Days of service shall be coordinated with the contractor 30 days in advance. Specific Tasks: The Contract Cardiologist shall perform the following tasks: Provide basic physical exams and histories of both inpatient and outpatient of patients referred to the WAMC Pediatric Department. Provide expert advisory services in the specialty of pediatric cardiology to include personal views on problem cases within the contract providers scope of specialized training and expe rience. Conduct diagnostic studies such as echcardiograms, on patients referred to pediatric cardiology. Examine all pediatric patients, newborn through adolesccent referred for cardiology medical care to render a medical assessment of thier condition and to take appropriate action. Consult with other WAMC staff specialties as appropriate to determ referral priorities to patients whose conditions are diagnosed as beyond the capabilities of the healthcare provider or clinic. Prepare referrals throughly do cumenting the patient's condition, history, and reason for referral. Contract Physician will become familiar with WAMC formulary. The contract physician authorized to prescribe pharmaceuticals shall do so accordingly to the availability of drugs listed t herein. The pharmacy service shall provide instructions to all prescribing practitioners on substituting generic drugs for prescribed drugs. Period of performance is 1 October 2007 - 30 September 2008 with two one-year renewable options. Contractors sh all provide pricing, techical qualifications, and past performance. Pricing should be broken down into hourly rate. Techinical qualifications should address professional qualifications and capability of providing required services. Closing date is 27 Sept ember 2007, 11AM. In accordance with 52.212-2, proposal are to be evaluated on price, technical qualifications, and past performance. Price and technical are of equal importance.
