Description
NAICS Code: 811219 J- Full Service maintenance Agreement for Waters Mass Spectrometer and accessories The US Environmental Protection Agency (USEPA), Environmental Science Center, Fort Meade Md intends to award a sole source fixed unit price contract under the authority of FAR Part 12 to Waters Corporation of Milford, Ma. This acquisition includes all non-expendable parts, materials, equipment, travel and labor necessary to repair the equipment outlined below. This acquisition will be for a one year Base period and one Option year. This acquisition will provide for a service agreement to maintain the following Waters Corporation equipment and accessories: (1) Mass Spectrometer, Model ZQ 2000, Qty 3 Solvent Manager Model 2695, Qty 3 PDA detector Model 996, Qty 6 Empower Software Premier plan, Fluorometer Model 474, Qty 2 PCI board Model Bus/lace, Sat/In Box Model SATIN, Pump Model 515, Pump Control Module Model PCM, Injector Model 717, UV Detector Model 2487, Fraction Collector Model WFC. This agreement shall provide technical advice and instructions by telephone within four (4) business hours to answer questions and resolve any hardware and/or software problems encountered in analytical applications of the equipment listed above. The agreement further includes on-site remedial and preventive maintenance service which are required within one to four business days of initial service call or preventive maintenance must be scheduled within two months of the scheduled time for each instrument. Contractor is required to have access to an inventory of replacement parts, tools and instruments as are necessary to efficiently maintain all equipment. Replacement parts shall be delivered on-site within 24 hours or one business day following a request. No refurbished parts are permitted unless authorized in writing by the EPA Project Officer. This agreement includes providing, installing and maintaining updates of the data processing software, together with operating manuals describing and explaining the software and its applications. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received within seven (7) calendar days of the date of this announcement will be considered.
