- Description
- In accordance with the procedures specified in the OMB Circular A-76 (Revised) May 29, 2003 (Attachment B. paragraph B.1 & B.2) this notification represents the formal public announcement and official start date of a streamlined competition on the commercial activity functions performed at the Department of Health and Human Services (DHHS), Program Support Center (PSC), Financial Management Service (FMS), Division of Financial Operations (DFO), Customer Service Staff (CSS). The CSS, which is located in Rockville, MD, provides customer service support to the PSC customers who utilize the DFO accounting, reporting and administrative services and systems. Currently, the CSS services 12 DHHS and 7 outside agencies, with approximately 1,600 users. In addition, the CSS manages the Accounting for Pay System (AFPS), acts as the payroll liaison between the Department and the Defense Finance and Accounting Service (DFAS) on accounting for payroll matters on behalf of the DHHS Operating Divisions. Also, the CSS performs a host of disbursing, reporting and reconciling functions for the various payrolls. Government personnel consisting of 7.30 commercial activity Full Time Equivalent (FTE) positions represent the incumbent service provider. The estimated work years will consist of a 3-month Phase-In Period, a 9-month Base Period and four 12-month Option Periods. The designated Competitive Sourcing Official (CSO) is Joe W. Ellis, DHHS Assistant Secretary for Administration and Management. The CSO's point of contact for this competition is Creighton Glantz, PSC Director of Competitive Sourcing. The responsible Contracting Officer is Janet Miller and the Agency Tender Official is Vince Watson, Chief, Customer Service Staff. The projected end date for the competition is December 21, 2007.
