Description
W15QKN-07-R-0625 ??? Amendment 0003: Clarification, Questions and USG Responses Question 1. RFP Section L.2.1.4 says that ???Offerors are responsible to inquire with the Contract Specialist to assure that the proposal submitted has in fact, been received by the Contract Specialist. This must be done by the date/time set in the solicitation for ???receipt of offers???. Amendment 002 indicates a proposal due date of 15 October 2007 but does not indicate a specific time when the proposal is due. Please clarify. Response - The Proposal due date is no later than 4:00PM, EST - 15 October 2007. Question 2. RFP paragraph numbering: On RFP pg. 27, paragraph numbers jump from 3.2 to 3.4.1 ??? it appears paragraph 3.3 and 3.4.0 are missing. On page 28, paragraph numbers appear to jump from 3.10.3 to 6.1. Please clarify. Response - The Statement of Work has been revised to correct the paragraph numbering and attached. Question 3. Will the government allow proposals (hard-copy and CD-ROMs) to be hand-delivered to the Government Contract Specialist at Picatinny Arsenal? Response - Yes. Question 4. RFP paragraph L.2.2.1 directs that ???The overall proposal shall not exceed 50 pages.??? Please clarify that this guidance applies only to proposal Part I (Technical Expertise/Experience), and does not include Part II (Price). Response - Yes, 50 pages applies to Part I only (Technical Expertise/Experience, Past Performance and Utilization of Small Disadvantaged Business). Question 5. Are resumes included in the not-to-exceed 50 page count? Response ??? Yes. Question 6. RFP paragraph L.2.2.2 says ???All text including table and figure identifiers shall be indexed and 100% searchable.??? Please clarify that this applies to paragraph headers, table and figure captions, not to all text. Response ??? Yes, as indicated in L.2.2.2., all text, tables and figure identifies must be 100% searchable. Headers and Footers do not need to be searchable. Question 7. Reference RFP paragraph M.3.1.3: Does the government require that the Sample Task be priced separately? Response - No, the sample task should not be priced. Question 8. Is there a minimum number of past performance citations required by the government? Response - No. The Government will consider the Offeror???s previous and current record of performance which are of the same or similar to the effort required in the solicitation for similar/related efforts within three years. An offeror without a record of relevant past performance will receive a neutral rating. Question 9. RFP paragraph 3.4.2 says ???The shall build, expand and maintain a Management Information System or Portfolio Management system ?????? Can the government clarify the deliverable(s) associated with this requirement, as none seem specified in paragraphs 3.10 or 7.1? Response - The deliverables would be addressed in a CDRL when a task order is awarded. Question 10. Para 6.3 Security states a security clearance of Secret may be required for certain tasks awarded under this contract. Can the Government clarify whether a security clearance of SECRET will be required and if so what labor categories/positions will be required to have a clearance? Response - When a task is awarded, the proposed candidate must have the ability to obtain a Secret Clearance if required for that particular task. Question 11. (1) Does the Government envision all SOW tasks being implemented immediately upon contract award, or on an as required basis during the period of performance? Response - On an as required basis. (2) Can the Government identify those tasks that must be staffed immediately upon contract award? Response ??? No, see above. Question 12. Other than the sample task, must the offeror identify specific persons to perform each SOW task? Response - No, however the offeror needs to identify a specific person for each of the labor categories identified in paragraph M.3.1.1. Question 13. RFP paragraph 3.1.4. requires conference and show support, and states "These shows require an on-site representative who will plan . . . etc." Does "on-site" refer to a full-time person on-site at Picatinny? Response - No, the person will be expected to be on-site at the location of the conference/show. Question 14. (1) RFP paragraph M.3.1.3. refers to a sample task, although no sample task is required in Section L. Is there only one sample task (LCAAP)? Response - Yes. Referenced the sample task in Section L of the solicitation with ???c.??? in L.3.1.2 on page 62 on the solicitation as: ???A detailed description of offeror???s approach and proposed candidate for achieving the sample task.??? (2) Is the sample task to be priced separately? Response - No. (3) Is the sample task included in the 50 page limit? Response - Yes. Question 15. Does the government expect offerors to propose individual names against all labor categories or only against those labor categories anticipated for immediate ???fill???? Response - Propose individuals for all labor categories identified in paragraph M.3.1.1.
