- Purpose The U.S. Army Engineering and Support Center Installation Support Program Management Division in Huntsville, Alabama (CEHNC-ISPM) intends to solicit and award multiple indefinite delivery indefinite quantity (IDIQ) contracts for its Electronic Security S ystems Programs. The capacity for this contract is estimated at $12,000,000. The term of the contract is a base year and three option years. The Government is performing market research to identify businesses with the capabilities to perform the kind of w ork identified in this document for its Electronic Security Systems Program prior to issuing a request for proposal (RFP). Work requirements would be defined in specific Task Order Scopes of Work (SOWs) under a basic contract SOW for the CEHNC-ISPM Archite ct-Engineer Support Services (AESS, pronounced Aces) contract. Background The US Army Engineering and Support Center, Huntsville (USAESCH) is a specialized agency of the US Army Corps of Engineers. The Huntsville Center (HNC) mission involve programs that are national or broad in scope; require integrated facilities that cross geographical boundaries; require commonality, standardization, multiple-site adaptation, or technology transfer; require a centralized management structure for the effective control of program development, coordination, and execution. Because of the quali ties and breadth of its mission, HNC has been designated to execute the Electronic Security Systems programs, as well as related work that may be developed during the life of this contract. ESS Requirements For the ESS Program contract the following capabilities, services, and support are typical of the kind of effort that may be required. The A-E shall provide services required for complex integrated Electronic Security Systems (ESS) to include interior intrusion sensors, exterior intrusion sensors, automated entry control, surveillance CCTV, assessment CCTV, and alarm/video annunciation an d control systems, as well as investigation, design, and testing of these systems. Other systems may include, Fire Alarm Systems (FAS); Supervisory Control and Data Acquisition (SCADA) Systems, Heating, Ventilation and Air Conditioned (HVAC) Systems, Util ity Monitoring and Control Systems (UMCS); Security Engineering and Other Electrical/Mechanical Design/Criteria Development, and Other Automated Control Systems. This effort includes, but is not limited to, design criteria; investigating site conditions; i nvestigating conditions of system inoperability and recommending solutions; preparing design packages and criteria documents; reviewing current criteria and designs; participating in factory tests, field tests, and engineering surveys; conducting state-of- the-art engineering analysis and other special studies; and providing other engineering functions as described in annexes and referenced documents to be added upon issuance of the RFP. Upon receipt of a reques t, the Specialist will forward the capability statement to complete and return to the Government's attention. All completed capability statements received will be analyzed in order to facilitate the Government's market research efforts. This notice is issu ed solely for information and planning purposes only and does not constitute a solicitation. Responses to this notice will be used for informational purposes in order to determine capability of sources and serve as a supplementary market research tool. R esponses will not be returned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank submittals or provide any reply to interested firms.
