Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Work Commander, U.S. Army Corps of Engineers DCIP Area Development Plan Training Class INTRODUCTION The Office of the Chief of Engineers through the Commander, U.S. Army Cor ps of Engineers has the responsibility for providing master planning support to Army installations to the include the development and management of installation Real Property Master Plans (RPMP). These responsibilities also include providing assistance to the Assistant Chief of Staff for Installation Management (ACSIM) and the Installation Management Activity (IMA), which includes its Headquarters Staff, Regions, and Installations. Further, as per DoD 3020. ff, the Army Corps of Engineers is the DoD Critic al Infrastructure Protection (DCIP) lead for the Public Works Sector. The DCIP role involves imbedding a Infrastructure assurance planning process throughout DoD (including the Army) One of the prime responsibilities is sustaining/ establishing both DC IP Public Works and the Armys Master Planning Curriculum and Course of Instruction. To facilitate the successful accomplishment of this task, the Commander, U.S. Army Corps of Engineers requires that a new course be established to provide instructions on how to complete an Area Development Plan that considers Infrastructure Assurance considerations into the planning process. BACKGROUND Army Installation Commanders are responsible for the short and long range planning of their installations, including real property, in support of current and future missions. Installation Real Property Master Plans satisfy a multitude of requirements. To assist Installation Commanders, Headquarters, Department of the Army developed policy guidance for development of insta llation master planning. Army Regulation 210-20 requires each installation to develop a Real Property Master Plan. The RPMP is the Installation Commanders plan for the management and development of the real property assets of the installation, including land, facilities, and infrastructure. Additionally, the RPMP documents the real property planning process. The RPMP is comprised of the following components: Real Property Master Planning Digest (RPMPD); Long-Range Component (LRC); Installation Design G uide (IDG); Capital Investment Strategy (CIS); and the Short Range Component (SRC). The Commander, U.S. Army Corps of Engineers is responsible for developing and maintaining the Master Planning Curriculum and Course of Instruction and teaching master plann ing techniques to Army installations. This forum includes teaching master planning state of the art training to installation planning professionals at such venues as the Installation Management Institute, and sponsoring 40 hour training classes related to master planning. IAW with updated 210-20, Critical Infrastructure Assurance considerations and Mixed Used Development factors are now required to be included in the comprehensive development of installations, however, and many installation planners are n ot trained to consider these constraints. Further, the installation Planning components have not been updated to address these factors. An Area Development Plan is a focused succinct planning product that allows for a concise planning analysis that is comprehensive but allows the minimum planning needed to make adequate planning decisions. ADPs are used extensively by cities and towns to master plan neighborhoods as well as consider special initiatives (i.e. historical preservation, bicycle use, etc.). It is the intent for Army installations to use ADPs as a means immediately evaluate DCIP and mixed used development impacts on installa tion planning decisi ons. DESCRIPTION OF WORK Develop and conduct ADP training awareness that will provide instructions to planner on how to complete an Area Development Plan, This awareness would include development of awareness material. TASKS The U.S. Army Corps of Engineers will contract for the procurement of a complete Area Development Plan awareness package. The package will be self-contained awareness package needed to broaden understanding of Area Development Planning. OBJECTIVE The purpose of this Statement of Work is to provide for development of an Area Development Plan awareness/ training package that will be focused on planning for Critical Infrastructure Protection and mixed used development as it pertains to Public Works/Re al Property Management. SCOPE The scope of this Statement of Work is limited to support to the U.S. Army Corps of Engineers in meeting its role as the Armys Technical lead for Real Property master Planning and its role as the DoD lead for Public Works Sector lead for Infrastructure Assurance. APPLICABLE REFERENCES and DOCUMENTATION All references, documentation, and material required for the design, development, and production of the task will be determined, identified, and provided by the Governmen t. These include AR 210-20, MASTER PLANNING FOR ARMY INSTALATIONS DoD 3020, ff DEFENSE CRITICAL INFRSTRUCTURE PROGRAM MASTER PLANNING INSTRUCTIONS GUIDANCE FOR AREA DEVELOPMENT PLANS USACE PROSPECT COURSE PROGRAM OF INSTRUCTION TRAINING FORMATS PLANNING SCENARIO TO BE USED FOR EXERCISE SUMMARY DESCRIPTION OF DELIVERABLES AREA DEVELOPMENT PLAN TRAINING PACKAGE In accordance with this Statement of Work, the contractor will provide a ADP awareness and training package that will provide and awareness brochur e and workshops sessions needed to increase Army awareness of ADP to enhance considerations for DCIP and Mixed Used Development. OPTIONS: CLIN 0001 - Option 1, Conduct ADP training workshop. An option to this contract, will require the contractor to conduct the Area Development Plan workshop that will focus on Mixed Used Development and DCIP as identified in the awareness documents . This would include conducting the class, and travel to Huntsville AL. The period of performance for option 1 will be for 12 months from date of award. Options 1 through 6 will all be for 12 months concurrently following base year ending performance. CLI N 0002 - Option 2. Conduct ADP training workshop. An option to this contract, will require the contractor to conduct the Area Development Plan workshop that will focus on Mixed Used Development and DCIP as identified in the awareness documents. This woul d include conducting the class, and travel around the continental US. CLIN 0003 - Option 3 Conduct ADP training workshop. An option to this contract, will require the contractor to conduct the Area Development Plan workshop that will focus on Mixed Used Development and DCIP as identified in the awareness documents. This would include conducting the class, and travel around the continental US. CLIN 0004 Option 4 Conduct ADP training symposium. An option to this contract, will require the contractor to co nduct the ADP training symposium for ADP awareness This would be a 3 day intensive overview of ADP and the factors of DCIP and Mixed Use Development. This would include conducting the symposium and travel within the US. CLIN 00005 - Option 5 Conduct ADP training symposium. An option to this contract, will require the contractor to conduct the ADP training symposium for ADP awareness This would be a 3 day intensive overview of ADP and the factors of DCIP and Mixed Use Development. This would include con ducting the symposium and travel within the US. CLIN 0005 Option 6 Conduct ADP training symposium. An option to this contract, will require the contractor to conduct the ADP training symposium for ADP awareness This would be a 3 day intensive overview o f ADP and the factors of DCIP and Mixed Use Development. This would include conducting the symposium and travel within the US. REQUIREMENTS Kickoff Conference The contractor shall conduct a conference call with HQ USACE and ACSIM master planning and CIP program managers to go over thrust of the training and provid e dialog of training intentions. The contractor shall also present an overview of his training strategy and plans Master Planning/DCIP Awareness brochure prototype. NLT 30 October, 2007, the contractor will be requested to prepare a draft prototype and A DP brochure. The brochure shall explain ADP, and how to integrate DCIP and Mixed Used Development into the ADP process and resources available for installations. Master Planning/DCIP finalized brochure. On 20 November, final Brochure will be completed a nd sent to Planning POC. Government shall be provided 20 copies and original file. GOVERNMENT FURNISHED INFORMATION AND ASSISTANCE Government will provide planning scenario and all assumptions that will be used for awareness strategy. Government will p rovide personnel for assistance as part of the prototype exercise and prototype class. Government will provide all reproduction support in conjunction to with awareness products as well as options. PLACE AND PERIOD OF PERFORMANCE DCIP/Mixed Used Developm ent ADP Awareness Brochure shall be prepared at offices of contractor, The period of performance shall be up to 24 months from the notice to proceed. TRAVEL Long distance trips and local travel are authorized in the execution of this task in order to appr opriately build a comprehensive awareness packet for Area Development Plan to support Critical Infrastructure Assurance and mixed used development activities. SECURITY CLEARANCE All material used to develop the deliverables contained in this task is uncla ssified. HAZARDS INFORMATION This task does not require the contractor to handle sensitive items, hazardous items, chemical surety materials, or microbiological or biomedical materials.
