Description
The US Army Medical Research Acquisition Activity proposes to award to DataAspects Corporation, 143 Orchard Oak Circle, Campbell, CA on a sole source basis, for the design and development of software applications for the maintenance, storage, and ret rieval of chemical and biological information from a complex, multi-tiered systems invented (Patent No. 6,654,736) and operated by the Department of Chemical Information at the Walter Reed Army Institute of Research. The system is large and sophisticated, containing integrated information on over 500,000 chemical compounds and their testing results in numerous in-vitro and in-vivo biological assays. Many skills are required of those engaged in the creation and maintenance of this system including chemistr y, parasitology, biological testing, chemical inventory management, and information technology. Two to three years are required to attain a proficiency in these areas sufficient to contribute independently to the systems growth. The contractor is a trai ned parasitologist with over twenty years experience in biological testing. The contractor was instrumental in the conversion of this very system from index-sequential to relational- and thesaurus- oriented databases. The contractor was the principal in vestigator for five years of the systems development from 1990 through 1994. The contractor has the requisite skills to begin working immediately with no loss of time in learning the divers functions of the system and their interactions. Any other contr actor would take at least a year of intensive training to reach the current contractors level of proficiency. This is for the continuation of a current ongoing research project. Competing this requirement and awarding to any other source would result in substantial delays and disruption of a project already in progress and would also increase the overall cost to the Government. There is no solicitation number, for reference use PR Number W74MYF7243N021-024. This procurement shall be under other than fu ll and open competition procedures in accordance with FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for a competitive quote. Any response to this notice must be su bmitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. If no written responses ar e received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice. See Note 22.
