Description
The Contracting Center of Excellence intends to negotiate a sole source award with: ICF Consulting Services LLC, 9300 Lee Hwy, Fairfax, VA 22031-6050, to provide continuation of workforce assessment that will identify areas for improvement. There are three (3) Tiers. Tier one. Review of statistical data, military and civilian, currently contained in seven separate data bases, accessible by the Army Diversity Office (ADO) Tier two. Examination of the Armys policies to identify structural barrie rs that limits or tends to limits the employment or career progression of certain groups. Tier three. Analysis of existing employee satisfaction surveys and diversity climate surveys given by Department of Army, Defense Equal Opportunity Management Instit ute (DEOMI), and Office Personnel Management (OPM) as well as feedback from employee focus groups. The proposed phase two ADO workforce assessment is a three tier process (statistical, policy, climate analysis) structured to link to the Army Diversity Goals. This is a follow on effort to set up and institutionalize a diversity program for the Army. The Government stands a high risk of increased contractual costs due to the uniqueness of the vendors proven methodology and increased time to complete the HQDA workforce diversity assessment. The detrimental impact of starting from scratch on this acti on would set the Army back about a year and would incur costs and overruns that are unforeseen. The statutory authority permitting this award under Other Than Full and Open Competition is FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. See Note 22. This Notice of Intent is NOT a request for competitive proposals.
