Description
This amendment is issued to incorporate the Statement of Work. This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only notice and a written notice WILL NOT be issued. The Department of Navy, Bureau of Medicine and Surgery, National Naval Medical Center, Acquisition Management Service, intends to procure the following; a one (1) year service agreement for: DESCRIPTION QUANTITY UNIT OF ISSUE PHOTOCOPYING 300,000 PG OF MEDICAL RECORDS FULL TIME 2080 HR EQUIVALENT FOR RELEASE OF INFORMATION MEDICAL RECORDS COPYING Health Information Management Patient Administration Department STATEMENT OF WORK Technical Representative: Division Officer, Inpatient Administration Period of Performance: The period of performance for this contract will continue for a total of 12 months. It will be at Government?s discretion to expand contract only if needed. Tasks Description: The contractor will provide support in the Health Information Management Inpatient Medical Records Division. Duties of the contractor will be as follows: ? Re-validation of authorizations and requests completed by the individual or organization requesting health information ? Provide on-site photo copying of the appropriate section or part of the medical record to include the entire medical record ? Provide and invoice for a requestor that is determined to be a billable request, which is defined as a third party, not eligible for a free photocopy (i.e. Legal offices, Insurance Companies, and others as determined). ? Enter each request into an electronic, government viewable, logging system specifically for Correspondence requests. ? Provide monthly reports with detailed statistical information regarding productivity and turnaround time. ? Implementation of systems supported services solution that reengineers the current government revenue cycle process to accelerate release and tracking of protected health information. Customer Service Representative: The contractor will provide one full time employee at an hourly rate who will work in the Inpatient Records Division, specifically the Release of Information section and perform the following tasks: ? Process requests for releases of information from the following mediums: ? Phone ? Email ? Fax ? Mail ? Walk ? In ? Respond to all inquiries regarding the status or progress of a release from the following mediums: ? Phone ? Email ? Mail ? Walk ? In ? Supervisor Inquiry ? The individual will pull records from the shelves in the inpatient medical records division and prepare them to be photocopied and released ? The individual will answer and return all phone calls, emails and walk ? in requests ? Respond to any other release of information duties that may arise during the normal working hours Qualifications: The following qualifications are required: ? Must posses experience in medical Terminology and Anatomy and Physiology ? Must demonstrate attention to detail and accuracy ? Competency in computer skills ? The ability to communicate well both orally and in writing ? The ability to support the provisions of the Health Insurance Portability and Accountability Act and all other Patient Information Privacy Acts ? The ability to work with others in a team environment The Government Will: ? Provide a safe workspace and administrative supplies as required for job performance ? Assist in receiving and processing all incoming requests for medical records ? Assist in reviewing and screening medical records to identify contents needed to fulfill the particular request ? Assist with the retrieval of medical records from storage location and place them in designated area for copying services ? Re-file all copied records ? Fax all priority or STAT requests to requestor per facility and HIPAA guidelines Supplies: The government will provide envelopes and postage for distribution of non-billable copied material. The contractor will provide the photocopy machine, toner, maintenance, paper and any other supplies needed to complete the copying of the requested information. Location of Job Performance: Work for these positions will be performed at the National Naval Medical Center, Bethesda, MD, Health Information Management Division.
