- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued and proposals are being requested. The solicitation number is TFMSHQ08P0010 and is issued as a request for quotation (RFQ). This solicitation, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 97-7. Description of Supply: The U.S. Department of Treasury, Financial Management Services intends to award a sole source Blanket Purchase Agreement order to Delaware Valley Regional Planning Commission, 190 N. Independence Mall West, The Bourse Building, Philadelphia, PA 19106-1520 for Transit checks for employees to utilize public transportation. This purchase of transit checks supplies is for Philadelphia Finance Center, 13000 Townsend Road, Philadelphia, PA 19154. The Blanket Purchase agreement will be for a Base Year with a performance period of 10/1/2007 through 09/30/2008 and (3), 12-month Option Periods, Option Year (1) performance period 10/1/2008 through 09/30/2009, Option Year (2) performance period 10/1/2009 through 09/30/2010, Option Year (3), performance period 10/1/2010 through 09/30/2011 and Option Year (5) performance period 10/1/2011 through 09/30/2012. No other documents exist. This simplified acquisition firm fixed price requirement is full and open to all business concerns. Proposals will be evaluated based on technical acceptability offering the best value to the government, considering price and non-price factors. Delivery FOB destination. Interested offerors should submit a price for item identified above. FAR 52.212-1, Instructions to Offerors ? Commercial applies to this acquisition. The provision at FAR 52.212-2, Evaluation - Commercial items is hereby incorporated by reference. The government will award a commercial item contract using simplified acquisition procedures to the responsible offeror whose offer is most advantageous to the government.
