- NLRB01-07-R-0003 VIDEO MAINTENANCE SERVICE This solicitation has been modified to: extend the response due date for proposals in Section 8.0 to 10:00 A.M. September 28, 2007; change the language in the paragraph under the title VIDEO MAINTENANCE SERVICE to add ?in conjunction with FAR 13.5;? modify the language in Section 1.0.; change the price type information in Section 5.0, and include the clause 52.216-31. The modified text in this solicitation now reads as: ***** NLRB01-07-R-0003 VIDEO MAINTENANCE SERVICE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated North American Industrial Classification System (NAICS) code for this procurement is 811213 and the size standard is $6.5 million. This requirement is unrestricted and all responsible offerors may submit bids. ***** 1.0 REQUEST FOR PROPOSALS (RFP) 1.1 The solicitation number NLRB01-07-R-0003 is issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. The National Labor Relations Board (NLRB) requires time and materials maintenance on video conferencing equipment (Polycom SP and Polycom EX, with Elmo document cameras), and 32? Sony televisions/monitors (each Polycom has a 32? monitor) for a base year (October 1, 2007 through September 30, 2008) and one option period (October 1, 2008 through September 30, 2009). Offeror shall provide a twenty-four (24) hour parts replacement policy via express delivery for codec, power supply and monitor (must be equivalent to the Sony 32? television) equipment maintenance to the NLRB representative(s) whose name(s) will be provided after award, and no more than 5 day replacement for the Elmo document camera. Vendor must provide help desk support from 8AM EST to 8PM EST Mon-Fri, and help desk personnel must be able to provide telephone assistance regarding user questions, trouble call reporting, usage or maintenance assistance. Help desk technicians must use trouble call tracking and database software for problem resolution, and have established escalation procedures. The help desk should track and manage resolution of call tickets until each trouble has been fixed and thoroughly fixed and tested. Technicians will assist with programming of any replacement codes. ***** 5.0 PRICE AND PAYMENT All prices, base year (October 1, 2007 through September 30, 2008) and one option period (October 1, 2008 through September 30, 2009), shall be quoted as time and material prices for the requested service above, or state "no charge" if the service is providing an item without charge. The invoice is not to include any extra charges (i.e., charges not specifically covered by the award). Prices for the base year and option year shall include (and indicate) all fees associated with the services. All prices shall be in U.S. dollars, and payments will be made to the Contractor in U.S. dollars within thirty (30) calendar days after receipt of an approved invoice. ***** 6.0 EVALUATION OF PROPOSALS 6.1 Proposals will be evaluated based on which offeror can explain how they can provide the maintenance services for all of the respective offices identified in Section 1.1 above. Award will be made on the basis of which offeror offers the Best Value to the NLRB, considering both technical factors, past performance and price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a) technical capability of the maintenance services offered to meet the Government requirement; (b) past performance; and (c) price. Technical and past performance when combined, are significantly more important than cost or price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. ***** 7.0 SOLICITATION CLAUSES/PROVISIONS 7.1 FAR Clauses/Provisions: The clause at FAR 52.212-1, Instructions to Offerors--Commercial Items (SEP 2006), applies to this acquisition. The clause at FAR 52.212-2, Evaluation ? Commercial Items, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (dated NOV 2006) applies to this acquisition. The clause at FAR 52.217-8, Option to Extend Services, applies to this acquisition (NOV 1999). The FAR clause at 52.212-9, Option to Extend the Term of the Contract, applies to this acquisition (MAR 2000). A completed, signed copy of this provision shall be submitted with any quotation, or a statement that the required certifications have been completed on the ORCA web site. The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items (dated FEB 2007) applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (dated JUN 2007) applies to this acquisition. Postal mail must be received in the Contracts and Procurement Section before the deadline of 10:00 AM on September 28, 2007.
