Description
In accordance with the procedures specified in the OMB Circular A-76 (Revised) May 29, 2003 (Attachment B. paragraph B.1 & B.2) this notification represents the formal public announcement and official start date of a streamlined competition on the Medical Affairs Branch (MAB) functions performed at the Department of Health and Human Services (DHHS), Program Support Center (PSC), Enterprise Support Service (ESS), Office of Commissioned Corps Support services (OCCSS). The MAB functions, which are performed in Rockville, MD, provide administrative management and direction concerning medical issues; provide counsel to programs regarding officers with sick leave and medical issues; monitor aftercare compliance in cases of alcohol or other substance abuse; provide authorization and payment of bills relating to medical care for officers in emergency situations and preauthorized care not covered under the TRICARE benefit; serve as secondary appeals authority if payment is denied by TRICARE; provide case management services for officers in assigned locations distant from Uniformed Service Medical Treatment Facilities (USMTFs) while deployed, on travel, or on leave status; arrange for travel and initiate the process for reimbursement of Agency funds for travel incident to medical care; assist officers in obtaining essential healthcare in Federal and non-Federal treatment facilities and maintains all active duty health records; coordinate Public Health Service medical care activities with the other Uniformed Services; and initiate the process for reimbursement for dependents? and retirees? healthcare through TRICARE. Also, in accordance with Public Law 109-115 (119 STAT. 2506, Section 842), PSC will be developing a Most Efficient Organization (MEO) utilizing the Streamlined Methodology for the MAB functions. PSC will exercise its 45-day extension option to develop its MEO. Government personnel consisting of 10.50 commercial activity FTEs represent the incumbent service provider. The estimated work years will consist of a 3-month Phase-In Period, a 9-month Base Period and four 12-month Option Periods. The designated Competitive Sourcing Official (CSO) is Joe W. Ellis, DHHS Assistant Secretary for Administration and Management. The CSOs point of contact for this competition is Creighton Glantz, PSC Director of Competitive Sourcing. The responsible Contracting Officer is Janet Miller and the Agency Tender Official is Russ Garisto, Chief, Medical Affairs Branch. The projected end date for the competition is February 8, 2008.
