Description
The US Army CECOM Life Cycle Management Command Acquisition Center  Washington (CAC-W) on behalf of the US Army RDECOM CERDEC Night Vision and Electronic Sensors Directorate (NVESD) Science and Technology Division (STD) is conducting research to ide ntify the state of technology in high energy laser drills within industry and academia. Specifically, NVESD is seeking information on laser research and development that can lead to a device capable of penetrating 20-30 centimeters of natural and man-made dense materials, from a distance of at least 50-100 meters, using one to multiple laser beams. Respondents are asked to submit a white paper, of no greater than 10 pages in length, explaining their conceptual approach. The papers being sought must fit the following criteria: 1) based on existing capability or technology at Technical Readiness Level three (TRL-3); 2) provide scientifically sound theory on capability of device; 3) provide feasible explanation for why this device will achieve performance crite ria; 4) present prior experience in related technology; 5) present organizations capabilities for developing this concept to a prototype (TRL-5); 6) explain how this device could, eventually, be packaged to fit onboard a HMMWV platform; and 7) provide a p oint(s) of contact for further Government inquiry. This is NOT a request for proposal and does not constitute any obligation by the Government to award a contract based on the findings from this survey. The Government will not reimburse interested sources or responders to this notice or any follow-on notice, for any costs incurred responding to this request or for subsequent exchanges of information. Any proprietary information submitted should be marked accordingly and will be protected when clearly identi fied as proprietary. The White Paper should be submitted electronically to the Contract Specialist, Tina Patterson, at tristina.patterson@us.army.mil no later than 19 November 2007. If the submission cannot be made via email the package may be mailed to US Army CECOM Acquisition Center  Washington, 2461 Eisenhower Ave, Room 1126, Attn: AMSEL-AC-WA (Ms. Tina Patterson), Alexandria, VA 22331-0700. If the package is mailed via land, an email should be sent to notify Ms. Patterson. All requests for further information must be made in writing via email; telephonic requests for additional information will not be honored.
