Description
The U.S. Army Space and Missile Defense Command on behalf of the JVAP JPMO intends to negotiate on a sole source basis a one-year extension to a contract line item for storage and maintenance of Government Furnished Materials. This line item is part of an advanced development effort that is executed as a cost plus award fee contract. The purpose of this acquisition is to maintain continuity of services provided by the JVAP prime systems contractor, DVC, in Frederick, MD. These materials include leg acy materials produced by contractors to the United State Army Medical Research and Materiel Command (USAMRMC). Appropriate storage, shipping, and maintenance is needed to support activities regulated by the Food and Drug Administration. The regulated ac tivities include maintenance of Investigational New Drug (IND) status for biodefense vaccines, which requires periodic testing of potency, sterility, and other characteristics. DVC has provided these service for JVAP for the past nine years. JVAP JPMO co ntemplated transfer ot materials to another Army program but that other office has experienced delays in preparing for the transfer. Consequently, the contract line item will be extended while the other Army office completes its effort to effect a hand-of f of stored material. The JVAP JPMO must ensure uniterrupted access and continuity of its testing program and, unable to transfer the material, is required to consider the most efficient, short-term solution. This contract action is intended to be accomp lished noncompetitively in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is not a request for competitive proposals. Parties purporting to have the facilities and skills necessary to perform these Food and Drug Administrations controlled services without unacceptable delays in fulfilling the agency's requirements must furnish, in writing, factual information which clearly supports and demonstrates capability to provide sto rage, shipping, and maintenance services as described above. A determination not to compete this p roposed action based on any responses to this notice is solely within the discretion of the contracting officer.
