- REQUEST FOR INFORMATION. This is a Request for Information (RFI) on behalf of the Navy?s Center for Personal and Professional Development (CPPD) to identify sources who possess both capability and experience to provide worldwide access to self-paced computer software for basic skills instruction (from grade levels 5 through 12) in reading, English and mathematics via web-based, CD-ROM and Local Area Network (LAN) environments including Navy College Learning Centers (NCLC?s) located throughout the Continental United States (CONUS) and outside the Continental United States (OCONUS). The purpose of this RFI is to determine what commercial off-the-shelf products are currently available that might meet some, or all of the requirements expressed herein. Towards that end, the Navy is requesting descriptive literature, software, or other product samples, web links to products, or any other information industry feels might provide such information. The contractor is expected to furnish and maintain all computer software, hardware and internet connectivity at each NCLC location in order to accommodate a computer interactive academic skills program accessed via the Navy?s Integrated Learning Environment (ILE). The course structure must meet the following minimum requirements: Student is made aware of the general course structure through logical and apparent course structure. Student can readily identify the mandatory portions or sequences of instruction. Titles are used on all menu and lesson screens (both main screens & sub-screens) so that student is aware of place/location in courseware at all times. Student can bookmark lessons and return to the same place in the lessons for the next session. Student is immediately reminded of this bookmark upon return to the content/software. Student can readily identify the portions or sequences of instruction completed and the portions or sequences remaining to be completed based upon placement test results. Modes of delivery: Alternate Option 1: Course is delivered via Internet in the twenty-five (25) NCLCs. Software must be DoD approved; Alternate Option 2: Accessible via Navy Knowledge Online (NKO) with the ability to be loaded via ILE; Alternate Option 3: Course is delivered via Internet in the 25 NCLCs. Software must be DoD approved and accessible via Navy Knowledge Online (NKO) with the ability to be loaded via ILE. NOTE: Whether alternate option 1, 2 or 3 are selected the course is also required to be delivered via CD ROM. Unique item characteristics: Modes such as Internet, LAN, and CD will be provided as a means of delivery for academic skills. Can meet all DOD requirements IAW: Joint Chiefs of Staff Instruction 6211.02B (Defense Information System Network (DISN): Policy, responsibilities and Processes), Department of Defense Instruction 8551.1 (Ports, Protocols, and Service Management (PPSM)). Can be certified: Department of the Navy Application & Database Management System (DADMS) and Functional Area Management (FAM). The Navy currently uses Plato Learning Software. The proposed contract period of performance will be a one year base period with four one year option periods. Definitions: Integrated Learning Environment (ILE) ? is a strategic initiative that encourages methods including instructor-led, computer/web-based, and blended instruction. The ILE supports readiness by exploiting current technologies and best practices to enhance institutional and individual learning, and performance support for the Navy's total force. Guidance for compliance can be found on the ILE Website at http://navyile.fedsun.navy.mil/netcile/jsp/mainframeILE.jsp. Department of the Navy Application & Database Management System (DADMS) ? web enabled registry of Navy and Marine Corps systems/applications, and their associated data structures. Functional Area Management (FAM) ? purpose is to identify, analyze and ultimately reduce the number of IT software applications and databases in use across all Navy networks. Navy Knowledge Online (NKO) - a portal used by active duty, reserve and retired enlisted and officers of the United States Navy. NKO provides information and resources such as career management, personal development, leadership, learning, references and more. This is not a notice of solicitation issue. This RFI does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), nor does this issuance restrict the Government?s acquisition approach. Responses to this RFI should demonstrate capabilities, expertise, and past performance. The Government will neither award a contract solely on the basis of this RFI nor will it reimburse for any costs associated with preparing or submitting a response to this notice.
