1 OBJECTIVE: The objective of this Sources Sought Notice is to seek information about small businesses that have: ?Organizational depth and capability, a proven track record, and verifiable experience in providing program management expertise ?Demonstrable experience in planning, managing, monitoring and controlling multi-year, multi-million dollar, enterprise wide modernization efforts similar in scope to SBA?s modernization initiative of loan management and financial management system that supports: o various diverse but complex loan programs managed by thousands of lenders nationwide and geographically disbursed program offices and service centers o a portfolio of over 80 billion dollars ?Demonstrable program management practice area or Center of Excellence to support the projects of this size and complexity. ?Demonstrable experience in Organizational Change Management ?Demonstrable experience in managing projects using Primavera Project Management Tools (P5/P6 and Cost Manager) Please note that this is a market survey for informational purposes only and is not a Solicitation. There is no solicitation document available at this time; no contract will be awarded based on this announcement; and no reimbursement will be made for costs associated with responding to this announcement. All responses must be submitted via e-mail in accordance with the instructions that follow. 2 DUE DATE: October 12, 2007, 3 PM EDT 3 INTRODUCTION The US Small Business Administration (SBA) relies on mainframe based legacy systems to support its mission of providing and servicing small business and disaster loans. These mainframe based legacy systems support the full life cycle (including financial management) of the following loan, loan guaranty and investment programs: ?7(a) ?504 ?Disaster (except loan origination) ?Microloan ?SBIC Details about SBA and its loan programs can be found at http://www.sba.gov/. These mainframe-based loan processing and accounting systems are inflexible and use obsolete technology. These stove piped systems are very expensive to maintain. These legacy systems don?t meet SBA?s current business needs and are very expensive to change to comply with current and future business needs. These systems are not compliant with accepted Federal security requirements, Federal Credit Reform Act of 1990 and Financial System Integration Office?s (FSIO, also known as JFMIP) Core Financial Systems Requirements, Direct Loan Systems Requirements and Guaranteed Loan System Requirements. These systems are inefficient, outdated and don?t take advantage of technological advances. They have been in place for approximately 50 years and significantly contribute to the amount of data reconciliation and manual processes required to do business. Consequently, SBA has initiated a Loan Modernization effort to modernize its Loan Management and Loan Accounting Systems that will support loan origination, servicing, liquidation and financial management for its loan and loan guarantee programs. The scope of the Loan Modernization program is to: ?Incrementally implement a single Integrated Loan Management System to support 7(a), 504, Microloan, Disaster and SBIC programs. The Loan Management system will support the full life cycle - Origination, Servicing and Liquidation - for these loan programs. The only exception is Disaster Loan Origination which is outside the scope of this program. ?Implement a single Integrated Financial Management System by leveraging the investment made in FSIO (formerly JFMIP) compliant Oracle Financials that supports the Agency?s Administrative Accounting. ?Comply with E-Gov initiatives, like FMLoB, to achieve economies of scale by using public or private shared service provider for integration, implementation, hosting and application management. ?The resulting system must comply with: o Federal Credit Reform Act of 1990. o Debt Collection Act. o Circular A-127 and A-130 o FSIO?s (formerly JFMIP) Direct Loan, Guarantee Loan and Core Financial System Requirements. o Federal security requirements o Other federal requirements SBA will acquire the services of a solution provider who will help SBA modernize and host its Loan Management and Accounting System. However, at this point of time, SBA requires Program/Project Management expertise for this effort and this sources sought notice is to identify viable businesses that can perform this work. The Program/Project Management service provider will help SBA plan, manage, execute, monitor, control and closeout this effort. 4 REQUIREMENTS The vendor will provide program management expertise to assist and support the SBA with its Loan Modernization Program, including the following: 1.Assist with establishing the Program Management Office (PMO) a.Implement Program/Project Management Methodology b.Implement proven templates, tools, processes and procedures recommended by the Project Management Institute (PMI) and perfected by the vendor as part of its Program Management Center of Excellence. c.Implement Earned Value Management System (EVMS) 2.Develop and assist in implementing an organizational change management strategy to make the Loan Modernization effort successful. 3.Develop and implement a communication strategy that results in tactical and strategic communication to internal and external stakeholders on a periodic as well as an as needed basis. 4.Assist in maintaining Business Case/Exhibit 300 per OMB Circular A-11, Part 7. 5.Assist in planning, managing, executing, monitoring, controlling, and closing out the program. 6.Assist in initiating, planning, managing, monitoring, controlling, and closing out each project initiated under the program. 7.Assist in planning, managing, monitoring and controlling the projects using Primavera Project Management tools (P5/P6 and Cost Manager). 8.Maintain Project Management Information System and all the artifacts related to the program. 5 CONSTRAINTS ?The services/deliverables must be consistent with: o Project management processes and tools recommended by PMI in PMBOK Guide. o OMB Circular A-11, Part 7, ?Planning, Budgeting, Acquisition, and Management of Capital Assets,? Section 300. o ANSI/EIA-748-A Standard for Earned Value Management Systems. o SBA?s Enterprise Architecture (EA) o SBA and Federal requirements for Security and Privacy. ?The key personnel must have the following qualifications and experience: o PMI Certified Project Management Professional (PMP) o Experience in implementing tools, processes and methodology proposed by the vendor?s Program Management Center of Excellence. o Minimum ten (10) years of experience in initiating, planning, managing, monitoring & controlling and closing the design, development, integration and implementation of large-scale accounting and/or financial systems preferably systems supporting Loan lifecycle. o Minimum five (5) years of experience in using project management processes and tools recommended by PMI in PMBOK Guide. o Recent experience in preparing Exhibit 300, EVMS, cost benefit analysis, alternative analysis, cost estimation, net present value, payback method, and other cost budgeting techniques. o Recent experience in writing business cases, white papers, project documents, technical documents and other professional documents. o Recent experience in preparing and delivering presentations. o Recent experience in using Primavera Program/Project Management Tool, Primavera Cost Manager and Microsoft project (at least two resources should have this experience). o Masters degree in one of the following disciplines - Information Systems, Computer Science, Project Management, Business Administration, Finance, Economics, Mathematics or Statistics. o Experience in developing and implementing the organizational change management strategy (at least one resource should have this experience) o Experience in developing and implementing the communication strategy (at least one resource should have this experience) ?As per the current estimates, the program management for the Loan Modernization program requires 3-4 resources. ?As per the current estimates, Loan Modernization program will take 5-6 years to complete. ?As a condition for access to government-owned systems and data, all Contractor personnel must pass background investigations in accordance with OMB Circular A-130 which requires screening of all individuals involved with sensitive applications or data in Federal automated information systems. All SBA data and automated systems are considered sensitive. Contract personnel located at any government facility, in conjunction with this contract, shall be subject to the Standards of Conduct applicable to government employees. Contractor shall follow site specific regulations regarding access to classified or sensitive materials, access to computer facilities, and issuance of building access cards and badges. Data contained within all SBA computer systems are governed by Agency security regulations as well as the Federal Privacy Act of 1974. Contractor personnel assigned to this project will be held accountable for adherence to these regulations. ?The work will be performed at: US Small Business Administration 409 3rd Street SW Washington DC - 20416 6 INSTRUCTIONS The SBA is interested in any creative or innovative solutions to this requirement. In addition, responses to this announcement must provide: 1.Detailed, concise information about the verifiable ex perience in providing services similar to those described above, within the past five (5) years. Information shall include the contract number, dollar value of the contract, dollar value of the whole program vendor managed, complexity of the program, period of performance, current status, performance measurements (planned vs. actual) and current Government point of contact information including name, address, telephone number, and e-mail address. 2.Verifiable information about the vendor?s Program Management practice area or Center of Excellence. 3.Brief description about the vendor?s ability to provide the key personnel with the experience and qualifications documented above. 4.Business size status (small; 8(a); small disadvantaged; HUBZone, service disabled, veteran owned, etc.) for NAICS code 541519.
