- CONTRACT INFORMATION: THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This solicitation will be a design/build, full and open competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering price and non-price factors cited in this announcement and the solicitation. Any resulting contract will be firm-fixed price. NAICS Code: 236220 with a size standard of $31,000, 000. The Federal Supply Code is Y163. Offerors are advised that a contract resulting from this solicitation is contingent upon funding and Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be canceled. If the project is canceled, all proposal preparation costs will be borne by the offeror. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that p art of the work it intends to subcontract. The subcontracting goals for this contract are a minimum of 51.2% of the contractor's intended subcontract amount be placed with small businesses, 8.8% of that to small disadvantaged businesses, 7.3% to woman-own ed small businesses, 3.1% to HUB zone small businesses, and 1.5% to service disabled veteran-owned small business. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation , selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors to beg in this process when they prepare their proposal in order to ensure registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFAR 252.204-7004, Require d Central Contractor Registration). PROJECT INFORMATION: Design and construct standard barracks for 94 Soldiers. Facilities include connection to an energy monitoring and control systems (EMCS), building information systems and anti-terrorism/force prote ction (AT/FP) measures such as structural reinforcements, setbacks and reinforced (laminated) glass. Supporting facilities include utilities; electric service; exterior lighting; fire protection and alarm systems; paving, walks, curbs and gutters; parking; erosion control and storm drainage; site grading and contouring; information systems; site improvements; and power distribution extension service. Underground utilidors to protect the utilities in subzero climate are required. Access for persons with disa bilities will be provided in public areas. Comprehensive building and furnishing related interior design services are required. The estimated design and construction cost for this project is between $10,000,000 and $25,000,000. SELECTION CRITERIA: Award w ill be based on the Best Value approach. Offerors will be evaluated based upon the following non-price evaluation factors: 1. Design Technical to include building function and aesthetics, quality of building systems and materials, site design and sustaina bility; 2. Performance Capability to include experience, past performance, proposed contract duration and summary schedule and key personnel and 3. Price. The Subcontracting Plan required for Large Businesses will be evaluated Go/No Go. The overall technic al (non-price) evaluation rating is considered more important than price.
