Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase an intercom system which meets or exceeds the Netcom-V system for a Land Based Control Station (LBCS). The intercom stations shall provide the following capabilities: 6 operators located throughout an area of 34 feet by 8 feet; 2 operators remotely located up to 500 meters via both hardwired solutions such as fiber optic Ethernet cable and wireless access point solution; 4 wireless mobile operators; 1 loud speaker with the LBCS and 1 loud speaker located with 2 remote operators. The required system features are computer networked crew stations; computer configurable crew stations, voice over IP capable; adaptive VOX; Push-to-talk; hot mic; adaptive noise cancellation; Text-to-speech capability; 3D spatial audio; MP3/WAV playback; VIC3 compatible headsets; interoperable with military VHF/UHF radios to include PRC-117F; Military ruggedized. Required hardware consists of 4 each Crew Stations; 2 e ach Wireless Access Point; 14 each Headsets which are VIC3 compatible; 2 each Loudspeaker; 2 each ruggedized Network Switch with fiber optic and copper wire capability desired; 4 each Trulink transportable transceivers. Cable set to include 14 headset cables; 2 wireless access point network cables; 2 wireless access point power cables; 4 Crew Station network cables; 4 Crew Station power cables; 2 Loud speaker audio cables; 2 Loud speaker power cables if not powered via audio cable; 2 Audio/data cables for UHF/VHF radios; or an equivalent set of cables to ensure functionality of the entire intercom system. A system block diagram is available upon request. The Request for Quote (RFQ) number is N00178-08-Q-1023. This procurement will be issued using Simplified Acquisition Procedures. NAICS code 334290 with size standard of 750. The order shall be firm fixed priced for delivery December 10, 2007. FOB destination. Award will be based on capabilities and price. This announcement constitutes the only request for quote; quotes are being requested and a written request for quote will not be issued. Quotes must list delivery date proposed or delivery in terms of date after receipt of order. Award will be made on an all or none basis. The Naval Surface Warfare Center Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/SUPPLY. Vendors should regularly access the NSWCDD web site to ensure that they have downloaded all amendments. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor?s EFT information contained in the CCR database.
