- NASA/KSC has a requirement for one (1) direct analysis in real time mass spectrometer with the following specifications: *The LC/MS shall be a Time-of-Flight mass analyzer (TOF) with an ADC data acquisition system providing for a linear dynamic range of 104 or better. *Data acquisition shall cover at a minimum of 6 to 10,000 m/z. *A single reflectron flight path shall be at least 2 meters. *Resolution shall be at least 6,000 when measured at full-width-half-maximum (FWHM). *Sensitivity shall be S/N>10 (10pg, reserpine) or better. *Mass accuracy shall be 5ppm (RMS) or 0.002u (RMS) or better. *Recording speed shall be ?10 spectra/sec over full mass range. *There shall be an orthogonal ESI source spraying in a downward direction relative to the ion transport segment of the spectrometer. *The orthogonal ESI source shall be maintained at +2,000v in positive ion mode. *The desolvating chamber shall be capable of being heated from +100?C to 300?C. *A desolvating gas shall be introduced to assist in breaking up the droplets. *The first and second orifices in the ion transport chamber shall be designed to be unaligned and the quadrupole ion guide shall be of a bent design keeping the neutral ions from entering the MS. *This high frequency ion guide shall be positioned through 2 vacuum areas *The quadrupole ion guide shall have a high focusing power ? where applied high frequency and voltage are increased to 3MHz & 2500v respectively enabling transmission of ions over a wide m/z range. *The analyzer section shall incorporate two (2) stages of acceleration and a single stage reflectron. *Ion acceleration shall be at 7kV. *Full mass range shall be collected with a single data acquisition. *No statistical dead-time correction shall be required. *A Direct Analysis in Real Time (DART) source shall be included and interfaced to the mass spectrometer. This source shall be a non-contact source that is operated in open air without the need for vacuum. The source shall have flowing inert gas and be capable of analyzing solids, liquids, or vapors without the need for any sample preparation or chromatography. No solvents shall be required. The response on the source shall be instantaneous when the sample is exposed to a stream of excited gas. The sample shall not need to be exposed to radiation, visible or otherwise, and can be analyzed at near-ground potential. *The DART ion source must be easily exchangeable (within 5 minutes) with the electrospray ion source without requiring any ion source venting. *It must be possible to switch the ion source between positive or negative-ion mode within seconds. *A syringe pump shall be included for direct injection. *A complete data system, including PC, monitor, keyboard, mouse, CD-RW, floppy disk drive, printer, and table shall be included. *The software for acquisition and data reductions shall run on Windows? XP and include, but not be limited to: Data acquisition Real-time instrument tuning Status display Auto mass calibration Drift correction ? mass & internal standard TIC & mass chromatogram display Processing history management Isotopic or atomic mass calculation Spectral deconvolution Quantitative data processing *A nitrogen ballast tank shall be included to significantly reduce the restart time after a shutdown. *A NIST/EPA/NIH mass spectral database shall be included. *The Shrader system software, or equivalent, for mass spec data reduction shall be included to provide stand-alone data reduction and analysis of data sets. *An APC Smart-UPS RT Tower 5kV UPS System, or equivalent, shall be included. *A Component Detection Algorithm Software (CODA) program for the Shrader software shall be included. *Complete control for an HPLC system shall be provided and the software shall recognize contact closures on a variety of other HPLC systems. *The purchase price shall include tuition for two people to attend a 3-day training course at the vendor?s Training Center and free phone and e-mail support. *The purchase price shall include shipping, delivery, and installation in customers? lab as well as 1-year full parts. NASA/KSC intends to purchase the items from JEOL USA, Inc as they have a proprietary design that which couples the DART interface to a high resolution mass spectrometer. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 31, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
