Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotes (RFQ); quotes are being requested and a written solicitation will not be issued. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item (Portable S-Band Tracking Antenna) using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Specification: FOB Destination, with delivery to Kennedy Space Center, Florida, 32899 Price: Antenna/Pedestal, 1 each Antenna Control Unit, 1 each System Cable Set, 1 Lot Transit Cases, I lot Antenna Requirements: ? Operating Frequency 2200-2400 MHz (S-Band) ? Polarization Right Hand and Left Hand Circular (Simultaneous) ? VSWR 2.0:1 maximum ? S-Band Preamps ? S-Band Filters Pedestal Requirements: ? Travel Azimuth Range: ? 420? ? Elevation Range: 0? to 180? ? Velocity greater/equal to 10?/sec ? Acceleration greater/equal to 10?/sec 2 ? Pointing Accuracy greater/equal to 0.1? maximum ? Brushless DC Motors for low maintenance ? Thermostatically controlled heating for cold operating locations. ? Plumbing for purge air for humid operating locations. Antenna Control Requirements: ? The Antenna system must have a control unit that can be separated from the Antenna/Pedestal assembly via cabling. ? The Antenna System must have a Graphics User Interface for control and status of the system using an off the shelf PC. ? The Antenna must have an interface that allow for rough adjustment for azimuth and elevation. ? The Antenna must have an interface that allow for fine adjustment for azimuth and elevation. ? The Antenna must have the ability to be controlled remotely at a minimum distance of 100 feet. Physical Requirements The Antenna System must be designed for maximum portability. Therefore, the antenna system must meet the following: ? The Antenna System must be designed for be designed for rapid assembly and disassembly. Assemble or disassemble time must be 4 hours or less. ? Also the antenna system must be fabricated from materials that allow the system to be as light as reasonable possible. Specifically: ? The total antenna system and associated transit cases must not weigh more than 900 pounds. ? No subassembly in its transit case must weigh more then 150 pounds. ? The number of subassemblies in their transit cases must not exceed 15 pieces. ? Each subassembly must have a transit case. Cable Set: ? The Antenna System must have a minimum 100-ft long cable set to provide status and command. ? The Antenna System must have a minimum of 2 100-ft long RF cables. ? The Antenna System must have a minimum 100-ft three wire power cable. Environmental Conditions ? Operating Temperature Range: -100?F to +130?F ? Storage Temperature Range: -120?C to +150?F ? Relative Humidity Range (including condensation): 0 to 100%, ? Rainfall Rate: Max 3.5 in/hr ? Ice thickness: ? inch, Radial ? Max Wind Speed: 50 MPH (gusting to 65 MPH) ? Stowed Max Wind Speed: 120 MPH Power Requirements: Power Requirements for Antenna System: 110-220 VAC, 50-60 Hz, 1∅ Warranty: ? The Antenna System must have at least a 1 Year Factory Warranty Factory Acceptance Testing: ? The vendor must provide factory acceptance testing in the presence of the buyers designated representative. ? The acceptance testing must be performed by the manufacture?s technical personnel. ? On site acceptance testing/training. Documentation: ? Operations Manuals (2 Copies) ? System schematic The provisions and clauses in the RFQ are those in effect through FAC 2005-20. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items with their offer. These may be obtained via the internet at URL: http://prod.nais.nasa.gov/eps/Templates/Commercial_Greater_Than_25K.doc These representations and certifications will be incorporated by reference in any resultant contract. Offerors shall provide the information required by FAR 52.212-1 (Sep 2006), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: NONE. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items and FAR 52.212-5 (Sep 2007), Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items are applicable. Addenda to FAR 52.212-4 are as follows: 52.203-6, 52.204-7, 52.209-6, and 52.247-34. Addenda to FAR 52.212-5 are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.52.232-34, 52.233-3, 52.233-4, 52.242-90, and 52.246-15. NFS 1852.219-76, 1852.225-70, 1852.223-72, and 1852.237-73 are applicable. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). All contractual and technical questions must be submitted in writing (e-mail or FAX) to Allen J. Miller no later than 1:00 p.m. EST, Friday, October 19, 2007.
