Description
The Naval Surface Warfare Center Panama City (NSWC PC) ,intends to issue a five-year follow-on Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to EADS Defence & Security Networks (formerly Cogent), Meadows Road, Newport, Gwent, NP19 4SS, Great Britain, for the design and fabrication of magnetic minesweeping cables to support Organic Airborne Mine Countermeasures (OAMCM) operations. Follow-on minesweeping cable fabrication and delivery shall consist of the fabrication and testing fully operational tow cables to be used to deploy (stream), tow, and recover a functional tow body (sonar system or mine neutralization system) from an MH-60S helicopter or other platform, in military applications. The tow cable shall contain optical fibers, electrical power conductors, hard fairings, ribbon fairings, tow staff (wet end mechanical termination), wet end and dry end electro-optical connectors, and load carrying armor. Optical fibers are used fo r data transmission, and electrical conductors are used to supply power to the towed body from the helicopter. Engineering services are also being acquired to advance the state-of-the-art in design and production of OAMCM tow cables and to ensure the timely application of expert engineering services that contribute to the system performance of OAMCM towed systems. This procurement is sole source for the following reasons. Given the complexity of the MH-60S tow cable and the level of system knowledge required to manufacture and meet all interface and towing requirements of the very complex OAMCM equipment and systems, EADS is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering and design services to accomplish all tasking. Furthermore, this is a follow-on to contract N61331-02-D-0036 for the acquisition of engineering services for continued development of a major system or highly specialized equipment, including major components thereof, w ithin the exact meaning of FAR 6.302-1(a)(2)(ii). An extensive knowledge base was developed by performance of efforts under competitively awarded contracts N61331-95-C-0050, N61331-95-C-0051, N61331-95-C-0052, Delivery Orders 0034 and 0093 under contract N61331-97-D-0031, N61331-99-D-0035, and N61331-02-D-0036. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. In summary, there are no other possible sources that can satisfy this requirement without significant additional cost, significant schedule risk and significant technical risk to the Government. Note 22 applies.
