- Red River Army Depot, Texarkana, TX 75507 has a requirement to issue a contract to supply boiler plant chemicals. The contractor would provide all personnel, equipment, tools, supervision, and other items necessary to perform routine scheduled servi ces and the delivery chemicals necessary for operation at the Depot's Boiler Plant. These chemicals consist of four different chemicals, 1) a condensate neutralizing amine for steam line treatment that consists as of a minimum 20% Morpholine & as of a min imum if 20% Cyclohexamine, estimated quantity of thirteen (13) 55 gallon drum. 2) An oxygen scavenger that will take the oxygen out of the boiler feed water that consists as of a minimum 40% Liquid Catalyzed Sulfite, estimated quantity of nine (9) 55 gallo n drum. 3) A non-phosphate all polymer boiler scale inhibitor to disperse and condition sludge in boilers that consists as of a minimum 42%, estimated quantity of twenty (20) 55 gallon drum. And 4) a boiler scale inhibitor to disperse and condition sludge in boilers that consists as of a minimum 5% PO4 & as of a minimum 12% PCA (phospheno carboxylic acid) estimated quantity of six (6) 55 gallon drum. All four chemicals shall be in liquid form. These chemicals will be used in Red River Army Depot's Boiler Op eration. These four (4) different chemicals may contain or be considered a Hazardous Material according to Federal laws/regulations, therefore; all personnel must be properly trained in accordance with all laws/regulations in the handling of these chemica ls. Contractor must provide a Material Safety Data Sheet (MSDS) for each chemical prior to any delivery. For each compound submitted on this bid, the active ingredient and the % active of each ingredient must be given with the price. It is the intent of t he Government to award one contract on a competitive basis to an eligible Small Business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. Fair market price is defined by FAR 19 and evaluated using FAR 15. The NACIS code is 325998 with a standard size of 500 employees.
