- The National Institutes of Health, Clinical Center has a requirement to provide custom programming services in developement of patient census dashboards for hospital and IC leadership. The intent of the Government is to sole source this Combined Synopsis/Solicitation for Commercial Services prepared in accordance with Simplified Acqusition procedures under FAR Part 6.302 and FAR Part 12.6 Commercial Services as follow-on services to Iyer Consulting Inc; PO Box 511; Centerville, VA 20122. This announcement constitutes the only solicitation that will be issued. The NAICS code is 541511. The NIH Clinical Center is the clinical research facility of the National Institutes of Health (NIH) serving the patient care and clinical research needs of the NIH Intramural research program. Its mission is to provide patient care, services, training, and the environment in which NIH clinician-scientists creatively translate emerging knowledge into better understanding, detection, treatment, and prevention of human diseases. Since the completion of the pilot executive dashboard in April 2004, efforts have primarily been focused on maintaining the current system and dashboards, with some addtional evaluation to include clinical service metrics. The current phase of EIS work began in September, 2007. This phase will include expanding the EIS to include new data elements from the CC's Data Transformation Initiative (DTI) Project, initially from the Department of Laboratory Medicine and the Social Work Department; supporting further expansion of the system to include Patient Quality Performance Indicators data; redesigning all dashboards using the enhanced functionality in Microstrategy 8.1; preparing data and reports for the fiscal year rollover; and training users. C) Description of Services The work functions outlined below are essential to the project. The consultant must be available on-site to attend meetings and work with other team members. Services to be performed by the consultant are outlined below. EIS Development ? Key Tasks Continued development of DTI dashboard and ad hoc modules (Data Model Re-Design, ETL Process Development and Changes, MicroStrategy Object Creation, MicroStrategy Report Development, Report Services Dashboard Creation, and Further Modifications to Existing Web Customizations); Continued redesign of all Dashboards in MicroStrategy 8.1 (MicroStrategy Object Creation, MicroStrategy Report Development, Report Services Dashboard Creation, and Further Modifications to Existing Web Customizations) Expansion of Data Dictionary Project to include DTI dashboard and ad hoc modules (Data Model Re-Design, ETL Process Development and Changes, MicroStrategy Object Creation, MicroStrategy Report Development, HTML Document Dashboard Integration, and Further Modifications to Existing Web Customizations) EIS Training ? Key Tasks Teach ?Introductory Web Reporting?, ?CHS Reporting?, and ?Advanced Web Reporting? Classes to Web Professional End Users, as needed; Update All Training Presentations/Manuals to Improve Material Option A Tasks Development ? January 23, 2009 F) Technical Requirements It is essential that the consultant possess the below certification(s), skills, training, and experience. These are required and essential to the EIS project. The below necessary certification(s), skills, training, and experience must be possessed by the individual proposed to perform the work. Also, the below must be possessed by an individual currently employed by the company offering the proposal. 1) The consultant must be a MicroStrategy Certified Engineering Principal (MCEP). The certification must be current and not expired. Applicants must provide proof of certification, such as copies of certificates obtained. 2) Five years of experience in the below specialty areas: Database Design SQL Optimization Procedures (Must be capable of writing stored procedures in SQL) Data Model Design Application/Metadata Design HTML Document Design Web Customization Using .NET and Changing Application Workflow System Administration, specifically Command Manager, Object Manager, and Enterprise Manager OLAP Services. 3) Knowledge of and experience building ETL scripts using stored procedures in Sybase and Microsoft SQL Server 2000. 4) Also, it is required that the consultant be trained by MicroStrategy in the below skill areas. The training should have been received within the past three years. Data Model Design Application/Metadata Design Advanced Reporting Design & HTML Document Design Web Customization Using .NET System Administration, specifically Command Manager, Object Manager, and Enterprise Manager. Proposals for this procurement will be evaluated on the basis of technical merit, past performance, and cost. The Government reserves the right to make an award based on best value and technically superior. Technical Evaluation Factors (1) The offeror's proposal shall furnish a definite plan of operation including a scope of work, explanation of technical approaches, and a detailed outline of the proposed program for executing the requirements of the technical scope and achieving the objectives of the project as required by the operation. Specifically provide procedures on how the offeror proposes to accomplish the key tasks as outlined in the SOW. (2) Personnel Experience - Each proposal must provide information on the staff who will be assigned for direct work on this project. Information should include, but is not limited to, professional training, degrees, and experience in the information technology field. Resumes of contractors who will be involved in the project should be provided, and, if these individuals are not presently employed by the contractor, the contractor should provide letters of commitment demonstrating the willingness of these individuals to accept employmentif the contract is awarded. Resumes shall show recent training and experience, and specific or technical accomplishments for all key personnel. (3) Corporate Experience - The proposal should focus on the offeror's prior experience in providing application and web development support. The proposal shall include sufficient information to demonstrate previous effectiveness in similar work. Prior experience at the NIH, with the federal government, or with analogously structured organizations with multiple information system stakeholders will be benefical. (4) The government will evaluate the total price contained in the offeror's proposal. (5) Past Performance: A list of the last five contracts completed during the past three years and all contracts currently in process which are similar in nature to the solicitation work scope. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments, and commercial concerns. Offerors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all key personnel. The contractor shall provide all labor, design tools, equipment, material and other items and services necessary for the system requirements. The quote will include the pricing for both periods of performance under Option A and B. Provisional Clauses under Commercial Services are in effect in accordance with FAR 52.212-1, 52.212-3, 52.212-4, and 52.212-5.
